Function of Position 

Responsible to the Associate Vice President for Procurement and Contract Services for planning, organizing and directing the operation and administration of accounts payable services; administering the university contract monitoring plan ensuring compliance regarding university, state and federal guidelines; presenting university training sessions on accounts payable, travel and contract procedures and documenting procedures; and performing other related duties as assigned. 

Essential Functions 

-        Advises the Associate Vice President for Procurement and Contract Services on accounts payable and contract monitoring issues.

-        Administers and supervises the implementation of university policies and programs related to accounts payable and contract monitoring.

-        Administers and supervises accounts payable procedures and personnel.

-        Administers and supervises travel procedures and personnel.

-        Oversees the creation of vendor records related to accounts payable and procurement.

-        Prepares 1099 reports and issues federal 1099 forms annually.

-        Plans and supervises activities and priorities within the university contract monitoring operations.

-        Supervises and trains support employees within the accounts payable area. 

-        Plans, organizes, coordinates and conducts training for university employees related to contract monitoring and accounts payable and travel procedures.

-        Ensures compliance regarding university, state and federal requirements, guidelines and laws in accounts payable and contract processing.

-        Administers website.

-        Interprets and administers university and Tennessee Board of Regents policies and procedures to ensure compliance.

 

Secondary Functions 

-        Ensures security and confidentiality of all confidential payment and archived records related to accounts payable and contracts.

-        Performs other related duties as assigned.

 

Knowledge and Abilities 

-        Knowledge of basic principles and practices of accounting and accounts payable.

-        Knowledge of federal and state laws, TBR regulations and university policies and procedures regarding contracts and accounts payable.

-        Ability to effectively evaluate accomplishments.

-        Ability to present facts/recommendations in oral and written form.

-        Ability to analyze facts and exercise sound judgment in arriving at proper conclusions.

-        Ability to plan, supervise and review the work of support staff.

-        Ability to establish and maintain effective working relationships with employees, university customers, suppliers and the public.

-        Ability to communicate effectively.

 

Supervision Given and Received 

Performs under general supervision. Determines own methods of performing assigned work.

 

Minimum Qualifications 

Bachelor's degree in accounting, management or business administration with area of concentration in accounting; three years of accounting related experience; two years of accounts payable experience; and two years of management experience.
