potential; Function of Position Responsible to the Senior Associate Vice President for Finance and Administration and Chief Budget Officer for assisting in the development of the university budgets (General Academic, College of Medicine, and Family Medicine), for submission to the Tennessee Board of Regents (TBR); working with the Office of Human Resources in the development of the personnel budget; working will all levels of departmental staff relative to budget issues to ensure expenditures remain within budget allocations while striving to achieve departmental objectives; serving as liaison with the Office of Information Technology relating to the execution and modification of budget programs; monitoring salary encumbrances and working with the payroll department to ensure changes are processed when appropriate; serving as the primary contact for the Tennessee Board of Regents relating to the automated budget submission; and performing other related duties as assigned. Essential Functions -Maintains standing authorization to act on behalf of the Senior Associate Vice President for Finance and Administration and Chief Budget Officer in all matters including signing documents. -Prepares the university general academic campus budgets (original and revised) in collaboration with the senior associate vice president; ensures budgets are prepared in accordance with TBR guidelines. -Consults with the senior associate vice president to establish time lines for divisional input into the budget preparation to ensure the required submission date is achieved. -Consults with the College of Medicine and Family Medicine financial staff during budget preparation to ensure those budgets are consistent with the general academic budget and comply with university and TBR guidelines. -Prepares the HRS personnel budget ensuring it is in compliance with TBR guidelines and that it reconciles with the financial budget. -Executes computer programs required for budget preparation and those required for electronic submission of the budgets to TBR. -Works with the Office of Information Technology and the TBR staff relating to any budget system issues and problems with responsibility for their resolution. -Reviews all general academic campus requests to hire, personnel status change requests and proposed salary changes prior to action by the associate vice president. -Prepares ad hoc financial reports for senior management as required. -Provides budget training for department staff. -Prepares annual updates to the financial models used for allocation of administration costs to the College of Medicine, Family Medicine and University School. Secondary Functions -Monitors departmental budgets for potential expenditure overruns and budget savings. -Collects data used and assists in the planning for and preparation of the annual appropriation request. -Reviews financial reports prepared by other departments for accuracy. -Works closely with other departments where budget data is essential for their reports. -Advises the Senior Associate Vice President for Finance and Administration and Chief Budget Officer actual and potential budget issues in university departments. -Works with the Comptroller's Office staff during year end closing to ensure appropriate reporting of designated fund balances required by TBR and/or university policy. -Serves on university committees. -Performs other related duties as assigned. Knowledge and Abilities -Knowledge of university, Tennessee Board of Regents, and state regulations and procedures. -Knowledge of college and/or university fund accounting. -Knowledge of budget and accounting principles. -Knowledge of financial planning. -Knowledge of computer systems including HRS, FRS, Windows applications (word processing, spreadsheets, etc.). -Ability to assist others in matters relating to budget and accounting. -Ability to communicate effectively. -Ability to organize time and effort effectively. -Ability to establish and maintain effective working relationships with faculty and staff at all levels of the university. Supervision Given and Received Performs under general supervision. Determines own methods of performing assigned work. Minimum Qualifications Bachelor's degree in business, accounting, or related area of concentration; five years budgeting or accounting experience, preferably in a university setting.
