Function of Position 

Responsible to the Dean, Honors College, for the administration and coordination of all educational international activities at ETSU including development and recommendation of policies, procedures and practices to ensure federal immigration compliance, validity of programs, health and safety of students and faculty participating in ETSU international programs and appropriate services for international students on campus; and performing other related duties as assigned.

Essential Functions 

-        Develops procedures for and ensures compliance with the U.S. Department of Homeland Security mandates for tracking of international students and scholars.

-        Serves as the PDSO (Principle Designated School Official) for purposes of reporting to the Department of Homeland Security.

-        Serves as RO (Responsible Officer) for the J-1 exchange program for purposes of reporting to the U.S. Department of State.

-        Develops procedures for and ensures compliance with U.S. Department of State regulations pertaining to immigration status and visa requirements for international students and faculty.

-        Provides guidance and ensures compliance in all matters relating to international students and educational programs, study abroad programs and international faculty exchange programs throughout all
         areas and levels of the campus community.

-        Consults with University Counsel relative to laws and regulations pertaining to student and faculty participating in international educational programs.

-        Serves as university signatory for international exchange agreements.

-        Represents the university as ombudsman for ETSU students participating in study abroad programs.

-        Seeks international partnership opportunities with overseas institutions of higher education. 

-        Develops university exchange agreements and partnerships with international, national and state organizations providing study abroad programs.

-        Oversees memberships and partnerships with international, national and state organizations providing study abroad programs.

-        Provides counsel for students, faculty and management as related to appropriate international activities.

-        Serves as liaison for the university with international partner higher education institutions and with consortium organizations for international exchange and study     abroad education.

-        Consults with and counsels deans, chairs and directors to ensure compliance with federal, state, TBR and university laws, guidelines, policies and procedures for international activities.

-        Oversees budget and all activities of the International Programs Office.

-        Supervises exempt and non-exempt employees.

-       Coordinates and supports the Dean’s strategic planning for the university’s international activities.

Secondary Functions 

-        Coordinates all international students and international scholars’ services on campus.

-        Coordinates partnerships with overseas institutions and with national/international consortium partners.

-        Coordinates placement of students in study abroad program and educational sites overseas.

-        Coordinates exchanges for ETSU faculty abroad and international faculty visiting ETSU.

-        Serves as the Fulbright campus advisor for students.

-        Coordinates placements for the National Student Exchange Program.

-        Performs other related duties as assigned.

Knowledge and Abilities 

-        Knowledge of basic immigration law.

-        Knowledge of federal and state laws, TBR regulations and university policies and procedures regarding immigration, international agreements, international students and study abroad programs.

-        Knowledge of principles and practices on international higher education institutions and higher education administration.

-        Knowledge of immigration regulations relative to Fs, Js and H statuses.

-        Knowledge of one or more foreign languages.

-        Knowledge of office management procedures.

-        Knowledge of various world issues as they directly affect international students and scholars and American students studying abroad.

-        Knowledge of issues involving Study Abroad (financial aid, visas, etc.).

-        Knowledge of various world cultures and world geography.

-        Ability to negotiate effectively with international representatives in development of education program agreements that meet university guidelines, goals and objectives.

-        Ability to effectively collect, analyze, evaluate and prepare statistical data on international activities of students and faculty.

-        Ability to counsel international students and scholars of various cultures and lifestyles.

-        Ability to bring people of several cultures together under the host culture.

-        Ability to supervise exempt and non-exempt employees.

-        Ability to interpret policy and develop programs that meet university goals and objectives.

-        Ability to deal with issues of race and cultural diversity.

-        Ability to communicate effectively.

-        Ability to organize social events.

-        Ability to write and submit grants.

Supervision Given and Received 

Performs under general supervision.  Determines own methods of performing assigned work.

Minimum Qualifications 

Master's degree required in international relations, languages or related field; multilingualism; international experience through travel and/or study abroad; familiarity with immigration procedures for foreign nationals; and minimum of five years experience in international education programming in a university-level environment.
