Function of Position

Responsible to the Director, Center for Early Childhood Learning and Development, for planning all campus child care needs; directing the Child Study Center infant/toddler center, early learning program, and the Little Buccaneers student child care center; short and long-term budgeting; curriculum planning; enrollment; facility management; coordinating graduate and undergraduate field placements; hiring, training, supervising, and evaluating center personnel; planning/developing and overseeing expansion projects and new programs; reviewing and writing policies; maintaining NAEYC accreditation status; maintaining appropriate records for licensing purposes; writing grants; communicating with parents of enrolled children as well as with prospective parents; serving as liaison with early childhood faculty and teachers/staff involved in campus child care programs; community and professional development as a participant and a presenter at local, regional, state and national early childhood conferences; and performing other related duties as assigned.

Essential Functions

- Plans yearly budget with input regarding staffing, supply and equipment needs.

- Maintains and revises center budget; requests line item revisions as necessary.

- Acts as team leader to project equipment and supply needs.

- Determines revenue base and projected enrollment.

- Acts as team member in planning and maintaining curriculum materials.

- Sets center enrollment based on budget requirements.

- Acts as team leader to select new students.

- Acts as team leader to begin regular enrollment process.

- Takes necessary action to maintain facilities.

- Plans and implements staff evaluation procedures; monitors overviews and curriculum plans; prepares quarterly evaluations based on classroom observation and teacher self-evaluation form; acts as team leader to plan and attend inservice and staff meetings.

- Plans handbook and publicity flyers with input from teachers.

- Gives individualized orientation plan to new employees and monitors its completion.

- Participates in professional development activities.

- Makes presentations at national, regional and state conferences.

- Identifies areas of interest for conference proposals and follows through to meet proposal deadlines.

- Maintains fiscal responsibility for all programs including the Early Learning Program, Infant-Toddler Center, and Little Buccaneers Student Child Care Center.

- Acts as team leader in maintaining NAEYC accreditation status.

- Acts as team member in maintaining adult/child ratios, group size, and appropriate records for licensing purposes.

- Acts as supervising teacher to early childhood practicum students from other colleges.

- Utilizes center to showcase best practices in early childhood education.

- Serves on various university committees and provides information concerning center activities.

- Reviews policies periodically and makes changes as necessary.

- Organizes search committees for center hiring; serves on university search committees as needed.

Secondary Functions

- Updates monthly center personnel records.

- Assists graduate students in planning activities as necessary.

- Acts as team member to plan for semester field experiences during first month of each semester.

- Acts as team leader to coordinate student field experiences.

- Sets visitation schedule for prospective parents and other interested parties to see the center; uses reserved days to schedule visitors from off-campus to observe class.

- Serves as adjunct faculty and TECTA trainer as needed.

- Serves as a facilitator for early childhood board interviews as necessary.

- Performs other related duties as assigned.

Knowledge and Abilities

- Knowledge of child care administration including budgeting, enrollment, staffing, licensing and accreditation requirements, facility planning and management, nutrition and parent education.

- Knowledge of early childhood development and education.

- Knowledge of early childhood special education practices.

- Knowledge of supervisory techniques as well as interpersonal skills, creative problem solving, and team building.

- Knowledge of available resources for teachers, parent workshops and student mentoring.

- Ability to analyze situations and make decisions.

- Ability to interact in a professional manner with parents, faculty, staff, community visitors, graduate and undergraduate students and other ETSU departments.

Supervision Given and Received

Performs under general supervision. Determines own methods of performing assigned work.

Minimum Qualifications

Master's degree in early childhood education with three to five years experience with young children in a planned program; two years of administrative experience.
