Position Title: Associate Director for
Compensation and Employee Development

Function of Position
Responsible to
the Vice President for Finance and Administration for managing the
university’s Compensation Plan; supervising employee training and development
programs; managing employee relations functions and providing management,
supervisory and employee consultations; serving as liaison to the ETSU Retirees
Association; and performing other related duties as assigned.
Essential Functions
Manages the
university Compensation Plan.
- Represents the university by serving
on the Tennessee Board of Regents' Compensation Committee.
Supervises the
evaluation, classification and writing of position audit reports and position
descriptions.
Develops and
implements salary surveys and analyzes data.
Collects,
analyzes and develops occupational data.
Manages the update, maintenance and
implementation of employee compensation Equity plans.
Reviews and
initials/signs all Request to Hire,
Extra Compensation forms, and related
requests.
Prepares
correspondence for the President’s signature as required in compliance with
TBR’s P-043, Compensation Guideline.
Coordinates the
updating and maintenance of official university organizational charts.
Provides
employee relations consultations with management, supervisors and employees;
prepares, maintains and initiates required documentation.
Represents the
university through the employee grievance procedure process and hearings.
Manages the
Employee Assistance Program and acts as liaison for the state program.
Acts as liaison
with the East Tennessee State University Retirees Association and their Board of
Directors; assists ETSURA with meeting their objectives/goals; manages budget
and supervises office assistance.
Provides
interpretation of human resource policies and procedures to faculty and staff.
Represents
the university in TUAPA (Tennessee Uniform Administrative Procedures Act)
hearings, and in court appearances as needed.
Manages
the employee drug testing program.
Supervises the annual Employee Giving Campaign.
Plans,
organizes, coordinates and conducts university staff development and training
programs.
Supervises the
Employee Development Center (EDC) and the adult basic education training program
(Career Skills Enhancement Program).
Prepares and
provides presentations to professional organizations.
Manages the
advertisement of university positions; approves all
Request to Advertise and EBucs
requests.
Drafts policies
and procedures.
Maintains,
updates and distributes the Personnel Policies and Procedures Manual and
university search procedures.
Collects,
analyzes and prepares data/information.
Supervises
special projects as required.
Assists the
Vice President with special projects, reports and correspondence.
Supervises
administrative and support staff.
Maintains signatory authority.
Secondary Functions
- Manages the design and maintenance
of the departmental home page.
- Serves as a continuous improvement
team facilitator. - Serves on various university and TBR committees, including the TBR ERP Banner Prototype Committee.

Maintains involvement and serves on committees/boards with human resources
related professional organizations.
- Performs other related duties as
assigned.
Knowledge and Abilities
- Knowledge of basic principles
surrounding effective employee relations.
- Knowledge of basic personnel/human
resources theory and principles.

Knowledge of basic principles of adult education and employee training.
- Knowledge of university educational
assistance programs.
- Knowledge of basic computer use and
related systems.
- Knowledge and background in basic
statistics.
- Knowledge of computer systems as
applied to personnel systems.
- Knowledge of federal and state laws,
TBR regulations and university policies/procedures regarding human resource
management.
- Ability to effectively relate and
work with all levels of university employees.
- Ability to communicate effectively.
- Ability to prepare and present
reports, training sessions, and formal presentations as required.
- Ability to effectively arbitrate
employee complaints and concerns.
- Ability to effectively collect,
analyze, evaluate and prepare human resource data.
Supervision Given and Received
Performs under general supervision. Determines own methods of performing
assigned duties. Supervises administrative and classified employees.
Minimum Qualifications
Bachelor's degree required in business management, human resources management,
or a related field where courses are related to personnel administration,
master's preferred; minimum of three years of administrative experience in
personnel/human resources required.
