potential; Function of Position Responsible to the Associate Vice President of Student Affairs for directing the personnel, programs, budget, and student services in the Adult, Commuter and Transfer Services (ACTS); managing the front-end operation of the Advisement, Resources and Career (ARC) Center; working cooperatively with other units to create an awareness of the needs of adult students and assisting these students benefit from the university's total educational process; assisting in the university's effort to attract and retain qualified adult students; working toward the accomplishment of Center objectives; counseling re-entry and first-time entering adult students on the procedures and paperwork involved in becoming a matriculating student; providing assessment for student need for counseling in the areas of career, educational, professional and personal goals; counseling with students regarding the results of various retention and assessment instruments; and performing other related duties as assigned. Essential Functions - Provides vision and innovation for development of programs and services. - Manages and markets personnel, programs and services. - Creates cooperative relationships including mutual referrals for services and exchange of information to various university offices (Registrar, Admissions, Counseling Center, Career Planning, etc.). - Provides leadership for the Regional Coalition of Lifelong Learning which includes Milligan College, Northeast State Technical Community College, Walters State Community College, the Elizabethton Technical School, and others. - Provides leadership in the area of student childcare and it's continued expansion on the university campus. - Manages the Advisement, Resources and Career (ARC) Center front entry operation and resource library. - Promotes a systematic flow of information to reentry students and the overall campus community concerning issues pertinent to adult learners. - Manages Project Aim (Kellogg III grant program) including future growth, supervision of personnel, serving as liaison with Hawkins county and the Kellogg III central office for budget and reports. - Supervises work and professional development of assistant director and secretary; supervises three graduate assistants and fifteen student workers; provides joint supervision of the Hawkins County Community Learning Center/Project Aim coordinator. - Develops and directs operation of the university's Adult Advantage Program (day and evening programs). - Participates with university committees in the capacity of student advocate on university standing and ad hoc committees; serves as advocate for students in university wide planning. - Prepares and disseminates special reports concerning reentry students. - Serves as presenter at all orientation programs for incoming adult students. - Oversees the expansion of commuter services (i.e., carpool program, off-campus housing listings, web page development and provision of on-line services). - Develops marketing plans to maintain high level of visibility for the center. - Provides continued leadership and oversight management for the Women's Reentry Scholarship fundraiser and scholarship. - Provides leadership in the planning, coordination and fiscal management of the Begin Again Programs for the main campus as well as three off-campus centers. - Conducts periodic research efforts that include demographic studies and needs assessments of adult and reentry students. - Participates in the Student Affairs Research Committee. - Works with Institutional Research to conduct retention studies on adult and returning students and Adult Advantage Cohort students. - Analyzes statistical data pertaining to adults. - Conducts focus groups to determine adult student needs. - Advises student groups (OASIS and Alpha Sigma Lambda). - Serves as academic advisor for the students enrolled in the Adult Advantage Program. - Provides oversight management of the Creating Adult Peer Support peer mentor program. - Provides counseling concerning results of the College Student Inventory assessments. - Reviews student records to assess admissions status and AAPP testing status. - Serves as facilitator for adult orientation Opening and Academic Jargon sessions. - Initiates workshops relevant to academic concerns (test taking, coping skills, etc.). - Provides counseling services to clients in the areas of academic, career and personal/ social. - Plans and prepares budget documents for the center; monitors departmental expenditures regularly; manages the center operating account. - Manages the Kellogg III Project Aim budget and scholarship account; - Manages the Women's Reentry Scholarship accounts. - Manages two student organization accounts. - Develops and provides special workshops to assist reentry students with developing and improving academic skills. - Plans and directs adult orientations to aid new and returning adults in their transition to the university, expose the students to the broad educational opportunities of the university and integrate new adult students into the life of the institution. - Develops programs for reentry students to enhance their academic and social interactions and experiences. - Facilitates understanding of the needs of adult students among university faculty and staff. - Teaches two sections of HDAL 1000 College Adjustment for Adult Advantage Program students. Secondary Functions - Participates in recruitment trips to community colleges to promote transfer student enrollment. - Facilitates the coordination of campus visits to ACTS by transfer counselors. - Facilitates the coordination of campus visits for Academic Fresh Start participants. - Performs public relations function for ACTS (television and radio interviews). - Attends and serves as presenter at meetings such as the National Conference on the Adult Learner and the National Conference on Academic Advising. - Performs other related duties as assigned. Knowledge and Abilities - Knowledge of the theoretical and practical aspects of adult education and adult learning. - Knowledge of university regulations, and policies and procedures. - Knowledge of university programs and services. - Knowledge of community programs and services. - Knowledge of counseling practices and interpersonal relations. - Ability to communicate effectively with students, faculty, and staff. - Ability to conduct research and analyze/interpret data. - Ability to supervise individuals and groups. - Ability to coordinate and plan events. - Ability to listen. - Ability to challenge and motivate others. Supervision Given and Received Performs under general supervision. Determines own methods of performing assigned work. Directly supervises administrative and support staff. Minimum Qualifications Master's degree required, doctorate in higher education or adult and continuing education preferred; three years experience in a higher education setting working directly with adult students.
