Function of Position

 

Responsible to the Associate Vice President for Facilities Management for management of capital construction projects of various types and complexity; interfaces with the Tennessee Board of Regents Facilities Office on construction related issues; observes construction activities; processes all written documentation with the Board of Regents, designers and contractors; coordinates and schedules work activities when interaction between Facilities Management workers and construction projects are required; trains maintenance staff on all new equipment installed during the construction process; and performs other related duties as assigned.

 

Essential Functions

 

-       Manages multiple campus SBC construction and renovation projects.                                      

-       Attends progress, scheduling, design and other meetings related to construction

        activities.

-       Produces and maintains field reports of construction activities.

-       Reviews, verifies, tracks and expedites RFI’s, RFP’s, change orders and

        contractor pay requests.

-       Monitors quality of construction and compliance with contract documents.

-       Reviews construction documents during the design phase to assure

        completeness and accuracy of the intended work scope.

-       Prepares written reports and provides to the (Design and Construction)

        Coordinator with copies also going to the Tennessee Board

        of Regents (TBR).

-       Expedites resolutions of project issues between all project team members.

-       Ensures that construction projects managed by the (Design and Construction).

        Coordinator are completed and documented accurately and on schedule.

-       Monitors record drawing production and expedites project closeout.

-       Coordinates contractor access to the university campus and to the

        construction sites.

-       Prepares cost estimates for capital budget submittals.

-       Facilitates and receives quotes from contractors for maintenance repairs.

-       Reviews work of contracted designers for progress, completeness and quality.

-       Inspects building construction and renovation for compliance with safety

        codes and standards.

-       Inputs construction data, i.e., RFI’s, RFP’s, costs, change orders, etc.,  into the

        Tennessee Board of Regents’ construction management database.

-       Creates internal databases for management of construction activities.

-       Provides input and suggestions relating to the university’s chilled water

        distribution system.

-       Provides input and suggestions relating to the programming of building

        automation systems for HVAC systems on the university campus.

-       Attends the Tennessee Board of Regents’ monthly construction review meetings.

-       Supervises one exempt employee.

 

 

Secondary Functions

 

-       Reviews proposal and change order requests for cost and operational

         implication.

-       Attends various meetings on campus relating to construction impacts and

        facility users.

-       Completes in-house work orders and requisitions for purchase.

-       Obtains bids from contractors and suppliers.

-       Composes general correspondence letters to architects, contractors and

        engineers concerning documentation of work and deficiencies in work.

-       Corresponds with facility user staff pertaining to their needs and concerns

        during construction.

-       Coordinates moving of furniture related to construction activities.

-       Reviews furniture specifications for new furniture purchases.

-       Coordinates communications equipment relocation and installation with

        the Office of Information Technology.

-       Performs other related duties as assigned.

 

Knowledge and Abilities

 

-        Knowledge of the Board of Regents construction management practices.

-        Knowledge of construction practices, construction scheduling, safety regulations, state and federal codes such as life safety, national electrical, national fire protection, etc.

-        Knowledge of computer skills to create databases and data entry into Board of Regents databases.

-        Ability to work in hot and cold climate conditions.

-        Knowledge of building systems including mechanical systems, electrical systems, fire suppression and detection systems, water distribution systems, etc.

-        Ability to manage multiple projects.

-        Ability to communicate effectively.

-        Ability to work independently while providing leadership.

-        Ability to make good decisions.

 

Supervision Given and Received

 

Performs under general supervision.  Plans and arranges own work which is directed toward an established objective.  Supervises administrative and support staff.

 

Minimum Qualifications

 

Bachelor's degree required, master's preferred; two to three years of administrative experience.
