Function of Position

Responsible to the Director of Auxiliary Services for serving as mail services contact with the United States Postal Service (USPS) and consultant to the university; managing daily operation of university postal services; developing and administering the postal services budget; supervising office support staff; coordinating and maintaining service contracts, equipment, cash and stock inventories and mail distribution; preparing and/or reviewing USPS reports; performing audits and inventories of postage merchandise, postage meters, office supplies, various postage permit accounts and cash and stock inventories; researching and educating the campus on mail service cost avoidance and savings including mailpiece design and processing; pursuing continual operational process improvements and focusing on technology advancement and automation enhancement; responding to customer inquiries and taking necessary action; and performing other related duties as assigned.

Essential Functions

- Develops and manages departmental budget.

- Supervises classified employees.

- Maintains and controls cash, stock and inventories.

- Adheres to USPS regulations.

- Manages student post office box assignment process.

- Provides customer service.

- Communicates to university community regarding postal operations, regulations and services.

- Serves as liaison with USPS representatives.

- Implements productivity improvements and automation enhancements.

Secondary Functions

- Oversees maintenance and service contracts.

- Prepares campus and external reporting.

- Coordinates bulk/periodical mailings.

- Trains employees.

- Performs other related duties as assigned.

Knowledge and Abilities

- Knowledge of postal regulations.

- Knowledge of safety procedures and principles.

- Knowledge of computers.

- Knowledge of mathematics.

- Ability to communicate effectively.

- Ability to analyze problems and take appropriate corrective measures.

- Ability to develop plans and make decisions.

Supervision Given and Received

Performs under general supervision. Determines own methods of performing assigned work. Directly supervises classified employees.

Minimum Qualifications

Bachelor's degree required with emphasis in business and operational management; three years of postal experience; knowledge of USPS Domestic Mail Manual (DMM).
