Responsible to the Vice Provost for Public Service/Dean of Continuing Studies for the daily operation of ETSU at Kingsport; supervising main office staff, maintenance staff, student activities staff and indirectly supervises library and security personnel; developing and managing center budgets; interacting with department chairs, deans and other university personnel on a routine basis for the purpose of scheduling courses and special events; serving as liaison between ETSU at Kingsport and the university community; and performing other related duties as assigned.

- Directs and negotiates academic courses, schedules, facilities and services.

- Acts as liaison between the university community and ETSU at Kingsport.

- Supervises ETSU at Kingsport personnel.

- Markets ETSU at Kingsport center.

- Coordinates the delivery of student support services including bookstore, library, academic advisement, career counseling, financial aid counseling, and computer lab operation.

- Supervises ETSU at Kingsport budgets and financial services.

- Works in conjunction with Distance Education to provide instructional television academic courses through microwave and fiber optics delivery systems.

- Develops and updates ETSU at Kingsport academic plan working with academic deans and department chairs to provide core courses and sequenced courses leading to prescribed degrees.

- Initiates proposed scheduling of classes and negotiates course offerings from initial requests to final schedule printing.

- Provides general supervision of student activities at ETSU at Kingsport.

- Provides general supervision and direction for the Kingsport Institute for Continued Learning.

- Provides for academic advisement and career/personal counseling to ETSU at Kingsport students.

- Performs other related duties as assigned.

- Knowledge of and ability to manage continuing education program budget.

- Knowledge of adult education theory and practice.

- Knowledge of higher education organization policies, procedures and sound academic practices.

- Knowledge of ETSU institutional and TBR policies and procedures.

- Knowledge of continuing education, credit and noncredit program marketing techniques.

- Knowledge of appropriate distance learning approaches for mature learners.

- Knowledge of current practices and programs for traditional and non-traditional students.

- Knowledge of credit and noncredit offerings and overall operations of continuing education/regional campus units at other universities that are members of the National University Continuing Education Association.

- Knowledge of formal and informal needs assessment procedures.

- Ability to successfully interact with diverse publics.

- Ability to construct and implement a sound long and short term academic plan.

- Ability to communicate effectively.

- Ability to plan, organize, implement and evaluate instruction.

- Ability to work with small groups to accomplish mutual goals.

- Ability to work effectively with a variety of academic and administrative individuals to accomplish complex tasks.

Performs under general supervision. Determines own methods of performing assigned work. Supervises classified employees.

Master's degree in appropriate field; three years experience in higher education; experience in continuing education programming.
