Function of Position

Responsible to the Dean, College of Nursing, for the administration of the Student Health Clinic; providing leadership, direction and administration of operations to ensure compliance with established objectives and to assure the pursuit of quality, economical health care services; developing annual budget and administering operating expenditures; developing and implementing operational policies; recommending personnel needs; developing short and long-range goals; and performing other related duties as assigned.

Essential Functions

- Develops internal structure to maximize the achievement of the student health care mission; determines appropriate organizational configuration, staffing, policies and procedures.

- Provides leadership to ensure all functions are performed effectively; assists employees with difficult problems and handles internal conflicts.

- Solicits input to establish short and long-term goals in conjunction with the College of Nursing and the Student Health Advisory Committee; develops appropriate short and long-range plans to allocate resources to meet goals and objectives.

- Devises appropriate programming and services in response to needs assessments; determines program operations including laboratory and pharmacy services.

- Prepares annual budget and assumes financial responsibility for operating expenditures; monitors revenue and expenses and makes fiscal adjustments.

- Projects revenue needs and makes recommendations for changes in student health fee levels and/or fees for services.

- Interviews and evaluates prospective employees and consultants, verifies licenses, references and other credentials.

- Serves as consultant to staff members regarding clinical, legal and employee issues.

- Develops contractual agreements.

- Develops and oversees quality assurance and productivity functions.

- Monitors programs and activities to ensure outcomes are consistent with original plans and that programs are efficient and effective.

- Prepares monthly and annual reports on activities and accomplishments.

- Maintains communication with student affairs departments to ensure cooperative relationships.

- Develops working relationships with other university departments, student groups, other universities and external health care entities.

- Serves as principal spokesperson for the department and its activities.

- Provides leadership to university community in development and implementation of university policy related to student health.

- Maintains current knowledge of all federal, state, local and university policies and regulations affecting health care services operations and ensures that all relevant laws and regulations are followed.

- Provides regular performance reviews for employees.

- Directs the maintenance and security of health records and client information.

- Collaborates with university academic programs to appropriate learning experience.

Secondary Functions

- Maintains liaison with local and federal health agencies and private health-related organizations to assure a continual flow of dialogue and industry information useful in the maintenance of current understanding of health care trends.

- Maintains professional affiliations and enhances own and staff's professional competence.

- Contributes to scholarship effort of College of Nursing.

- Collaborates with other college clinics and departments to support college mission.

- Chairs clinical staff meetings and arranges continuing education offerings for clinical staff as needed.

- Performs other related duties as assigned.

Knowledge and Abilities

- Knowledge of university policies and procedures.

- Knowledge of administrative and managerial practices including planning, staffing, scheduling, budgeting and supervision.

- Knowledge of recognized standards of care, especially those applicable to college health services.

- Knowledge of risk management and quality assurance systems as related to ambulatory care.

- Familiarity with applicable licensure requirements and state and federal regulations.

- Ability to analyze, revise and develop nursing policies and procedures.

- Ability to effectively communicate.

Supervision Given and Received

Performs under general supervision. Determines own methods of performing assigned work. Supervises administrative and classified employees.

Minimum Qualifications

Master of Science in nursing; nationally certified as a family or adult nurse practitioner with minimum three years experience; licensed or eligible for licensure as a registered nurse in Tennessee; able to demonstrate ability to communicate effectively, and show evidence of successful leadership skills and administrative/supervisory experience; experience in a university health or academic setting preferred.
