potential; Function of Position Responsible to the Vice President for Finance and Administration for assisting in the operation of the Office of Vice President for Finance and Administration and the offices of Budget and Financial Planning, Comptroller, Purchasing, Facilities Management, Foundation Accounting, Finance and Administration (College of Medicine), Human Resources, Information Technology, Public Safety and the President as well as other university offices by performing related/coordinated duties and services; and performing other related duties as assigned. Essential Functions - Prepares and monitors leases for all university property in coordination with the City of Johnson City, the Tennessee Board of Regents, and other outside entities. - Assists the Vice President for Finance and Administration with university budgeting and planning initiatives. - Prepares departmental and divisional goals and accomplishments for the University Profiles System and the ETSU Strategic Plan. - Serves as ETSU coordinator to the TBR for Financial Integrity Act reporting. - Serves as office manager for the Office of Finance and Administration, including supervision and evaluation of temporary employees and graduate assistants. - Serves as liaison to TBR officials for Vice President’s membership on TBR Finance Committee, TBR Business Affairs Sub Council, and with the staff of the TBR facilities office. - Maintains the Vice President’s calendar. - Completes individual project assignments requiring assembling of data, analysis of data and drafting of documents and correspondence. Secondary Functions - Performs a variety of technical and administrative functions to maintain the operation of the Office of the Vice President for Finance and Administration. - Supervises student workers. - Performs other related duties as assigned. Knowledge and Abilities - Knowledge of university and TBR policies and procedures. - Knowledge of modern office practices, procedures and equipment. - Knowledge of computers and current information technology applications and web applications. - Knowledge of personnel management and supervision. - Knowledge of university budgetary procedures and processes. - Ability to interpret policies and ensure appropriate adherence to both university and TBR policies and guidelines. - Ability to plan and communicate effectively. - Ability to maintain professional relations with various constituencies. - Ability to generate reports, set priorities, meet deadlines, organize and coordinate office activities. - Ability to handle confidential/sensitive personnel issues as well as student issues. Supervision Given and Received Performs under general supervision. Determines own methods of performing assigned work. Minimum Qualifications Bachelor's degree preferred; educational qualifications which may include the CPS certification and a minimum of five years in an academic setting will be considered.
