Function of Position

Reports directly to the Office Manager and performs under general supervision from the Assistant to the Provost for Budget and Personnel for performing a variety of budget-related technical, project-oriented activities, and other administrative duties; resolving questions and providing proper handling of a wide variety of paperwork; managing fiscal and personnel requests and performing other related duties as assigned.

Essential Functions

  • Compiles and verifies budget and personnel related paperwork before giving to the Assistant to the Provost for Budget and Personnel (APBP) for processing.

 

  • Processes budget and personnel paperwork in the absence of the APBP with the direction of the Provost/Vice President for Academic Affairs (P/VPAA)

 

  • Has signature authorization for Provost/Vice President in the absence of the APBP and with the direction of the P/VPAA.

 

  • Arranged and organizes meetings as requested.

 

  • Maintains database for Periodic Review of Administrators.

 

  • Assists Assistant to the Provost for Budget and Planning with Provost Staffing Plan.

 

  • Assists with implementation of and data entry to budget and planning software.

Secondary Functions

  • Analyzes and resolves requests to faculty, administrators, students, and the general public related to Academic Affairs functions.

 

  • Processes and tracks Non-Instructional Assignments

 

  • Prepares requisitions for the Office of Academic Affairs through eBucs.

 

  • Has approval authorization for eBucs requisitions prepared by this position and those reporting to the Provost/Vice President for Academic Affairs that are over $5,000 or food purchases.

 

  • Enter monthly time report data through TRS for those reporting to the Provost/Vice President for Academic Affairs.

 

  • Assists with office duties in absence of co-workers.

 

  • Researches files for various correspondence/documents.

 

  • Maintains all office supplies and acts as liaison for physical facilities needs.

 

  • Performs other related duties as assigned.

Knowledge and Abilities

  • Knowledge of Banner (Financial and Human Resources) and eBucs.

 

  • Knowledge of ETSU and TBR policies and procedures.

 

  • Knowledge of computers and related software, (Word and Excel specifically preferred).

 

  • Ability to communicate effectively.

 

  • Ability to set priorities and meet deadlines.

 

  • Ability to establish and maintain effective and professional relations with various constituencies.

 

  • Ability to establish, maintain and support electronic communication with various constituencies.

 

Supervision Given and Received

Reports to the Office Manager and performs under general supervision of Assistant to the Provost for Budget and Personnel.  Limited support to the Associate Vice President for Academic Affairs.

Minimum Qualifications

Bachelor’s degree required; three to five years experience in an academic environment required (preferably in a fiscal setting); proficient computer skills (including knowledge and experience with Microsoft Excel and Word preferred); knowledge and experience with working with Banner preferred; ability to use good judgment, be detail oriented, and work well under pressure with multiple tasks; ability to communicate effectively.
