Function of Position

 

Responsible to the Senior Associate Vice President for Finance and Administration and Chief Budget Officer for performing a variety of professional and technical duties related to the operation of the office; updating departmental budget allocations in the university financial records system; ensuring the university budgets remain in balance; collecting and compiling data in the preparation of the university budget proposals; preparing appropriation request and assisting in preparing the university budget; preparing reports for both internal and external recipients; and performing other related duties as assigned.

 

Essential Functions

 

-        Enters approved budget revisions into FRS (Financial Records System) for the university, including the College of Medicine and Family Medicine, ensuring the accuracy of inputted data through monitoring controls and determines corrective action to be taken, if necessary.

-        Maintains records relating to budget revisions for the university, including the College of Medicine and Family Medicine.

-        Prepares monthly overdraft notices sent to departments.

-        Prepares monthly revenue and expenditure budget performance reports for submission to the Vice President for Finance and Administration.

-        Works closely with the associate director in daily monitoring of personnel data and acts in behalf of the associate director when absent.

-        Assists faculty and staff regarding budgetary issues.

-        Completes individual project assignments requiring assembling of data, data analysis and drafting reports and spreadsheets.

-        Reviews all athletic expenditure documents received in the office.

-        Reviews all budget revisions, requisitions, and Requests to Hire received in the office to ensure compliance with guidelines and policies.

-        Overrides FRS to allow encumbrance of items rejected due to insufficient funds.

-        Manages office budget.

-        Prepares appropriation request.

-        Assists in the collection of data for and in preparation of the budgets (July proposed and October revised) in accordance with THEC (Tennessee Higher Education Commission) and TBR (Tennessee Board of Regents) guidelines.

-        Supervises student workers.

 

Secondary Functions

 

-        Maintains standing authorization to approve documents for the Senior Associate Vice President for Finance and Administration and Chief Budget Officer in the absence of the Associate Director.

-        Maintains office calendars.

-        Enters payroll information into the Time Record System (TRS).

-        Maintains the office web page.

-        Purchases departmental supplies; processes departmental requisitions and travel requests; answers telephone and routes mail.

-        Performs other related duties as assigned.

 

Knowledge and Abilities

 

-        Knowledge of state, university, and Tennessee Board of Regents policies and procedures.

-        Knowledge of university budgetary procedures and processes.

-        Knowledge of budget and accounting principles.

-        Knowledge of computers and current information technology applications and web applications.

-        Knowledge of modern office practices.

-        Ability to handle detailed work with accuracy and complete assigned tasks with minimum supervision.

-        Ability to communicate effectively.

-        Ability to maintain confidentiality.

-        Ability to establish and maintain effective working relationships with departmental faculty and staff.

-        Ability to work well in a team environment.

 

Supervision Given and Received

 

Performs under general supervision.  Determines own methods of performing assigned work.

 

Minimum Qualifications

 

Bachelor's degree in business or closely related field required; three to five years experience in budgeting/accounting or related field, preferably in a higher educational setting.
