potential; Function of Position Responsible to the Dean of Libraries for supervising all public relations and administering the internal work processes of the circulation department; interpreting and enforcing university and library policies; assisting with implementing patron, book collection and building security procedures; and performing other related duties as assigned. Essential Functions -Supervises, trains and evaluates departmental personnel. -Develops, analyzes and monitors departmental policies, procedures, performance standards, and goals. -Plans and organizes departmental work objectives, work flow, progress and reports. -Serves as primary contact for the student laptop computer lending program. -Oversees circulation of materials. -Advises and trains staff at other circulation service units within the university library system and medical library regarding the functioning and processes of the circulation module of the Endeavor Voyager library system software. -Oversees the administration of the course reserve operation and loan policies. -Consults with and advises faculty in regard to copyright law interpretation involving the use of reserve materials. -Interprets and enforces university and library procedures, policies and penalties in regard to patron use of the circulating collections and maintenance of the collections. -Resolves patron appeals; advises and negotiates with faculty, student and community patrons in situations requiring policy judgements and interpretations. -Oversees building and collection accessibility and security; helps design, monitor and review patron, collection and building security procedures. -Oversees departmental monitoring of fire/safety alarms, exit and electronic door alarms, Simplex system wired device alarms, and electronic book theft system alarms; provides initial response and reporting of alarm situations. -Oversees receipting of payments for library fines and fees. Secondary Functions -Conducts investigations of reports of inappropriate patron behavior and refers incidents to campus security. -Oversees library system database records in regards to current status of circulating materials and patron database information. -Inputs circulation calendars for Sherrod, Kingsport and Medical libraries into the library system software administration files. -Identifies and reviews status of missing and lost materials and reports this status to the technical services department for replacement consideration and database update. -Represents department in library and university committees and activities. -Represents the library in regional and statewide activities as appropriate. -Performs other related duties as assigned. Knowledge and Abilities -Knowledge of Voyager automated library system. -Knowledge of academic community teaching/learning goals. -Knowledge of good supervisory techniques. -Knowledge of collection management and security methods and procedures. -Knowledge of copyright law and fair use guidelines in relation to an academic course reserve collection. -Knowledge of computers. -Ability to train and supervise subordinate employees. -Ability to promote teamwork among staff. -Ability to exercise good judgement in enforcing library policies and procedures, including fines and other penalties. -Ability to work well with library patrons including faculty, staff, students, and general public. -Ability to work collaboratively with library and campus faculty/staff. -Ability to communicate effectively. -Ability to use standard Windows applications, including word processing, spreadsheets, e-mail, internet, and be able to learn new applications as needed. Supervision Given and Received Performs under general supervision. Determines own methods of performing assigned work. Minimum Qualifications Bachelor's degree required; three years experience in automated academic library public services; management and/or supervisory experience.
