Function of Position

 

Responsible to the Associate Director for Personnel for managing the Banner HR system; assisting with the continual development and implementation of the Banner HR system and associated programs; assisting with testing and implementing system updates and processes for the Tennessee Board of Regents (TBR); assisting with compensation reporting to TBR; assisting with budget processing and fiscal year end processing; writing report specifications; serving as web tailor for HR Self-Service; managing HR security to the Banner system and e~Print repositories; troubleshooting problems associated with the Banner system and related data; extracting and reporting human resource data; training and assisting office staff with utilization of the Banner system; serving on numerous committees and task forces; and performing other related duties as assigned.

 

Essential Functions

 

-          Manages the ongoing implementation of the Banner HR system; works with the Associate Director with day-to-day HR system operation.

-          Updates/maintains all rule and validation tables for the Banner HR system.

-          Creates and assists with testing of new codes, i.e., earn codes, benefit/deduction codes, position class codes, employee class codes, etc.

-          Assists with compensation reporting to TBR (formerly the U-80 process); extracts and analyzes data to ensure accuracy; formats files (.fle) for electronic submission to TBR.

-          Tests and implements system changes and processes for TBR.

-          Uploads/downloads data to and from Banner (equity raises, budget uploads, etc.) utilizing Salary Planner; establishes security for Salary Planner; builds and assigns approval levels; assigns user roles in Self-Service via web tailor.

-          Specifies usage of and prioritizes job change reason codes for Salary Planner; creates budget profiles to be utilized; defines criteria for the Salary Planner extract process; creates scenarios from initial extract; runs extract processes to create job salary and position budget information to be viewed through Salary Planner; reviews data and makes necessary changes; uploads information from Salary Planner to Position Control and/or to Electronic Personnel Action Forms to apply to job records.

-          Serves as web tailor for the Banner HR Self-Service module; designs the look of the web pages, information text and HTML links; sets up Self-Service rule tables and associated forms.

-          Assists with the budget process and fiscal year end processing which includes extraction of data from Banner, maintaining electronic files for all budgets, running edit reports, analyzing data, and correcting data and programming errors.

-          Creates, maintains and monitors HR Banner security including Salary Planner, Self-Service and e~Print.

-          Writes report specifications to extract data from the Banner HR system; works closely with IT staff and users to ensure accuracy of data.

-          Generates monthly labor distribution, leave and other HR reports as made available to e~Print for departmental use.

-          Troubleshoots system problems.

-          Participates in bi-weekly ERP Committee phone conferences with TBR, Sungard and other TBR institutions; participates in other conference calls as required (i.e., budget testing twice per week and with TBR technical staff).

-          Serves on various banner related committees, i.e., HR/Payroll Team, Reporting Team, Duplicate PIDM Team, etc.; serves on numerous ad hoc banner committees to resolve system/data issues.

-          Serves as a resource to the Data Standards Team and to other banner teams.

-          Assists with preparation and analysis of various reports, i.e., IPEDS, VETS-100, etc.

-          Manages the longevity process; calculates longevity dates and payments; prepares monthly longevity reports for submission to payroll.

-          Trains and assists staff in the utilization of Banner, e~Print, Self-Service, etc.

-          Creates training documentation.

 

Secondary Functions

 

-          Writes specifications and requests labels for departmental mailings.

-          Updates graduated tax tables.

-          Creates and maintains tax code rules and tax filing status rules.

-          Attends meetings in absence of the Associate Director.

-          Performs other related duties as assigned.

Minimum Qualifications

 

Bachelor’s Degree in business, information systems or related area; three to five years of related experience required; higher education experience as well as experience with the Banner computer system highly preferred.
