potential; Function of Position Responsible to the Vice President for Finance and Administration for directing the accounting, payroll, and bursar sections within the Office of Financial Services and auxiliary services of the university; managing the budget for areas of responsibility; bank and LGIP investments; wiring of funds; computing tax deferred annuities; preparing year end financial reporting to TBR; preparing budget for auxiliary services; and performing other related duties as assigned. Essential Functions -Directs the accounting, payroll, bursar and auxiliary services sections of the university. -Advises Vice President on all financial, accounting and auditing matters. -Implements and monitors audit findings. -Interprets university and Tennessee Board of Regents (TBR) financial accounting policies for university department heads. -Interprets, monitors and administers university and TBR policies and procedures to assure compliance. -Insures compliance regarding university, state and Federal requirements, guidelines and laws. -Interacts with individuals, companies, and government officials regarding university business, claims, etc. -Develops management and financial analysis summary, financial reports on monthly basis. -Provides timely and accurate financial reports. -Provides for linking of accounting, budgeting, and University Planning. -Manages investment of university funds; analyzes cash flows. -Develops/modifies and implements new operating procedures. -Develops, controls and recommends budgets within area of responsibility. -Supervises employees within area of responsibility. Secondary Functions -Serves on university committees as required. -Performs other related duties as assigned. Knowledge and Abilities -Knowledge of federal, state and university guidelines. -Knowledge of accounting principles and procedures. -Knowledge of Tennessee Board of Regents statements and guidelines. -Knowledge of computer systems development and implementation. -Knowledge of generally accepted business practices. -Knowledge of higher education environment and its relationship to the university community. -Ability to exercise good judgment in evaluating situations and making decisions. -Ability to establish and maintain working relationships with employees and students. -Ability to supervise employees in a fair and equitable manner. -Ability to communicate effectively in written and oral form. Supervision Given and Received Initiates broad programs under general direction, working from policies and general objectives. Directly supervises administrative and classified employees. Minimum Qualifications Bachelor's degree or master's degree in accounting and an earned CPA; three years experience with computer applications relevant to accounting; three to five years of supervisory experience required, preferably in higher education.
