Function of Position
The Executive Director is appointed by and responsible to the Governing Board
(ETSU College of Nursing Community Health Centers, Inc.) as the Executive
Director of the health centers and is charged with providing leadership, overall
direction and administration of the operations of the health centers.
The Executive Director is responsible for interpreting and applying the
policies of the Governing Board consistent with the policies and procedures
established by East Tennessee State University, College of Nursing.
The Executive Director is responsible for establishing and implementing
basic procedures within which the various activities of the center will be
conducted. The Executive Director
will assist the Governing Board in developing short and long-range goals for the
organization and evaluate health center activities.
Essential Functions

Provides leadership and overall direction and administration of the
community health centers.

Applies the policies of the Board and relevant ETSU policies and
procedures to operations.

Assists the Board in developing and evaluating goals of the organization.

Manages budget and supervises administrative and support personnel.

Ensures community awareness of and support for the centers.

Manages programs.

Develops grants and secures fiscal support.

Supports the college’s education, research and practice missions.

Maintains working relationship with Board of Directors and the Dean.

Performs other related duties as assigned.
Knowledge and Abilities
Ability to apply sound administrative principles and methods in the
management of budgets and diverse personnel and health care programs
- Ability to select, administratively supervise and generally direct the
activities of the health centers.
- Ability to employ necessary management techniques.
- The ability to analyze complex data and communicate results effectively
orally and in writing.
- Ability to set priorities and to make decisions on critical health care
programs and issues.
- Ability to work effectively with community groups and agencies,
especially those with missions that intersect or influence the operations or
programs of the health centers.
- Ability to facilitate, contribute to, or participate in activities which
promote the growth of knowledge in the field of health care for the target
populations of the health centers.
- Knowledge of personal qualities which will permit the Executive Director
to work with the staff and residents of the community in such a manner as to
earn their confidence and respect.
The Executive Director should demonstrate concern for the welfare of all people
served by the health centers.
Supervision Given and Received
Performs as an executive under minimal direct supervision.
Work evaluated by Board of Directors with input from the Dean of Nursing.
Supervises administrative and support staff.
Minimum Qualifications
Minimum of a MS/MA degree in business administration, healthcare administration,
public health, or nursing administration; executive level management experience
in community or public health care; and grants management experience.
Preferred: Experience in an
academic setting.
