Position Title: Program Management Coordinator

Responsible to the Chair for managing the program budget, record keeping, data transmission, and general coordination and technical support for the Title IV-E Program; interacting with persons in similar positions at twelve other universities in Tennessee with Title IV-E programs, with regional and statewide employees of the Department of Children’s Services (DCS), and with potential and current ETSU students; and performing other related duties as assigned.
Essential Functions
- Documents and tracks allowable expenditures for the sub-contract’s budget. - Prepares and presents requests for reimbursement and provides supporting documentation. - Prepares periodic budget reports. - Assists in preparing annual budget requests, and occasional requests for line-item changes. - Works with managers at DCS to schedule needed in-service and pre-service training for staff. - Ensures availability of Title IV-E training specialists, and appropriate training space and equipment for training requested by DCS managers.
Secondary Functions
- Provides support for the screening and interviewing processes for selection of student stipend recipients. - Assists in announcing application process for student stipend program. - Provides facilitative and supportive functions for the Title IV-E training specialists and DCS staff training events. - Performs other related duties as assigned.
Knowledge and Abilities
- Knowledge of computer-based communication and budget management activities. - Knowledge of the internal dynamics and working conditions in large academic and state agency environments. - Knowledge of budget development, tracking and modification. - Knowledge of filing and retrieval of documents. - Knowledge of financial documentation and billing procedures. - Ability to work in a fast-paced, multi-faceted environment. - Ability to use multiple computer software, audio-visual equipment, and other office machines. - Ability to interact with a wide variety of people in a productive and professional manner. - Ability to develop highly organized systems for the management of the various facets of the Title IV-E program. - Ability to communicate effectively in oral and written forms.
Supervision Given and Received
Performs under general supervision. Determines own methods of performing assigned work.
Minimum Qualifications
Bachelor’s degree (BSW preferred) required; one year of related experience; familiarity with budgeting and financial management procedures.
