their full potential; Function of Position Responsible to the Assistant Vice President for Community Outreach for providing state-wide administration of the Family Services Counseling (FSC) program including management and allocation of funding and other resources and supervision of program activities; and performing other related duties as assigned. Essential Functions - Provides state-wide administration of the FSC program. - Manages the ongoing development of FSC policies and procedures and distributes revisions and updates to the field. Secondary Functions - Facilitates cooperation between the FSC contract agencies, other Families First service providers, and DHS district management teams in delivering FSC services to Families First participants. - Supervises efforts of the FSC contract agencies to optimize effectiveness in program implementation and outcomes while maintaining contract requirements. - Works collaboratively with FSC contract agencies on the identification of FSC staff training needs and the organization of training opportunities. - Oversees FSC program development, emphasizing continuous quality improvement to provide maximum benefit for Families First participants. - Performs other related duties as assigned. Knowledge and Abilities - Knowledge of DHS organizational structure and Family Assistance programs operated within that structure. - Knowledge of Families First and FSC policies and procedures. - Knowledge of contract processes. - Ability to write and award contracts, and to monitor and evaluate performance of contractors. - Ability to manage programs. - Ability to present information to various publics. - Ability to establish and maintain effective working relationships. - Ability to communicate effectively. Supervision Given and Received Performs under general supervision. Determines own methods of performing assigned work. Minimum Qualifications Master's degree or higher in sociology, psychology, counseling, social work or related field required; two years administrative/program management experience; training in program management, computer technology, and contracting processes; LCSW, LADAC, and/or LPC preferred.
