Responsible to the Chair for coordinating the Title IV-E program and coordinating the graduate social work student stipend program; overseeing Title IV-E activities; acting as liaison between management staff of the Tennessee Department of Children’s Services (DCS) and the faculty and staff of the Department of Social Work; and performing other related duties as assigned.
Essential Functions
- Teaches two MSW elective classes each semester. - Attends local and statewide meetings of the DCS agency. - Attends meetings of the social work department faculty. - Chairs the MSW student stipend selection committee. - Monitors MSW stipend student performance. - Tracks student and agency outcomes. - Submits evaluative and outcome data to the statewide Title IV-E evaluator. - Acts as faculty advisor for MSW stipend students. - Assists the field coordinator in placing MSW stipend students in field internships with DCS. - Acts as field liaison for MSW stipend students. - Acts as liaison among the statewide Title IV-E contractor at Middle Tennessee State University, the faculty and staff of the ETSU social work department, the other Title IV-E employees and the university’s Office of Sponsored Programs on matters related to the ETSU subcontract. - Assists in management of the Title IV-E budget. - Assists in development of yearly Title IV-E budget proposals and plans of program operation. - Conducts follow-up evaluation of MSW stipend program graduates. - Assists in Title IV-E annual program and budget planning.
Secondary Functions
- Conducts recruitment and outreach activities related to the Title IV-E program. - Provides program information to interested students and others. - Performs other related duties as assigned.
Knowledge and Abilities
- Knowledge of social work practice. - Knowledge of graduate social work education and field education. - Knowledge of child protective services, policies and practice. - Knowledge of foster care services, policies and practice. - Knowledge of adoption and permanence services, policies and practice. - Knowledge of program evaluation methodology. - Knowledge of state government. - Knowledge of budget development and management. - Knowledge of supervision and management tasks and methods. - Ability to communicate effectively in oral and written form. - Ability to work effectively with management staff of large government agencies. - Ability to work effectively with university environments. - Ability to use a computer for document preparation, communication, and management tasks. - Ability to assess suitability of stipend applicants for participation in the program and eventual employment in DCS positions. - Ability to chair meetings. - Ability to advise and supervise students. - Ability to evaluate student performance and outcomes. - Ability to manage Title IV-E programs. - Ability to compile and submit evaluative data. - Ability to teach a variety of MSW elective subjects and field internship seminars. - Ability to plan program activities that will help achieve desired program outcomes.
Supervision Given and Received
Performs under general supervision. Determines own methods of performing assigned work.
Minimum Qualifications
MSW from an accredited social work education program; two years of full-time employment in a child protective services setting required, preferably a public child welfare agency; some experience in program management, supervision, and teaching preferred.
