The objective of this course is to provide students with an overview of the subject areas of law most relevant to higher education and to introduce students to methods of legal analysis and decision-making. The course will emphasize the legal environment of postsecondary institutions, legal processes, analysis, and problems incurred in the administration of colleges and universities.

To add ELPA 7812 Qualitative Research to the Educational Leadership core for the Ed.D. This action would increase the required core hours from 18 to 21 hours for School Leadership, Classroom Leadership, and Postsecondary and Private Sector Leadership. To maintain the overall credit hours for the program, the hour requirement for Guided Electives will be reduced from 18 to 15 hours. Finally, to maintain the 18 hours required in the Leadership core for the Administrative Endorsement, this action will remove ELPA 6581 Internship in Educational Leadership from the core. Because the Administrative Endorsement has a 540 hour internship requirement beyond the program of study, an additional 3 hour internship requirement in the core is unnecessary.

NEW MPH CONCENTRATION - Master of Public Health (MPH) concentration in Environmental Health

This proposal requests establishment of a new Environmental Health concentration in the Master of Public Health degree program. Environmental Health seeks to reduce the burden of environmentally associated disease. Protecting people from avoidable illness and death saves money, spares suffering, and improves the quality of life. In 2005 Tennessee ranked 48th in a national assessment of health outcomes (United Health Foundation, 2005). Various institutions report that Tennessee has significant environmental issues including air pollution, water pollution, and toxic material release. These exposures have demonstrated adverse health effects. The National Institute of Environmental Health Sciences reports that Americans believe reducing exposures to adverse environmental agents is the best way to protect their health and the health of their children. The purpose of the Master of Public Health (MPH) concentration in Environmental Health is to promote the Environmental Health sciences, and identify, prevent, and manage disease and injury. This purpose will be achieved through dedication to graduate (master’s level) education and training focusing on the core competencies in Environmental Health. This will result in professionals capable of innovation in policy development and improvement of health strategies. In addition the MPH concentration in Environmental Health will also support the proposed College of Public Health at East Tennessee State University. The concentration is necessary for the proposed College to receive accreditation from the Council on Education for Public Health (CEPH).

The Thesis/Dissertation grade change was discussed afterward the motion presented by Dr. Trogen: The final submission form will have a check box for the Graduate Studies’ office to change last Thesis/Dissertation grade from SP to S. The rational is tracking down the faculty to change the final grade has become complex. The motion was second by Dr. Scheuerman. Dr. Champney asked for a vote which was approved by the majority of members present.
The discussion entailed whether the department chairperson or Tennessee Board of Regents has the decision making in regards to terminal degree. There was a search for a National standard, but without success. Presently the Application for Appointment or Re-Appointment to the Graduate Faculty form reads as follows on page 3:
