Principles

 

 

GUIDING PRINCIPLES FOR REORGANIZATION

The work of the reorganization committee will be guided by the following principles for decision-making.  Our work will provide opportunities for broad participation of the entire academic community, including faculty, students, staff, and administrators. In particular, those who will be directly affected by any proposed changes will be informed and consulted.

Proposed actions shall:

1.      Enhance the academic enterprise by promoting synergy and increasing effectiveness and efficiency.

2.      Emphasize middle and long-range planning -- not crisis driven actions.

3.      Be based on current and accurate data.

4.      Evolve from an ethical and careful examination of all pertinent factors, including but not limited to mission/goals, human resources (members), curricula (tasks), budgetary considerations (fiscal resources), administrative factors (decision-making and communications), and the ethos of the campus.

5.      Include a full qualitative and quantitative analysis of the potential benefits and costs of each alternative, including any hidden costs.

6.      Create departmental and program groupings which promote coordination and interaction; i.e., connections should be clearly articulated.

7.      Consider the operational interface between academic departments and programs with other Divisions of the university in regard to effective and efficient operation of the academic enterprise at ETSU.

The recommendations of the Committee shall:

1.      Be the product of the Committee’s review, deliberation, and consensus.

2.      Be accompanied by a rationale that documents the value or purpose of each recommendation.

3.      Be ethically based, in the best interests of the University, and in accord with its mission and values.

4.      Be completed as quickly as is feasible.
