Charles O. Steagall was born to the late Oscar and Mary Hand Steagall in 1943 in Shady Valley, TN. In 1962, he graduated from Johnson County High School where he was successful in both basketball and baseball.

In the fall of 1962, Steagall entered what was then East Tennessee State College. Upon graduation in 1966 with a Bachelor of Science degree in accounting, he served as a revenue agent for the IRS. Later that year he joined the accounting firm of Blackburn and Childers in Johnson City and in November 1968 he successfully passed the CPA exam. He became a partner in 1969 and shortly thereafter the name was changed to Blackburn, Childers and Steagall, CPA's. BCS is now the largest accounting firm in Northeast Tennessee, with offices in Johnson City, Kingsport and Greeneville.

Steagall has forty years experience providing accounting, consulting and tax services to a wide variety of clients. In addition to providing audit and tax services, he also specializes in business valuations and litigation support services. He has completed advanced education programs for business valuations and received a Certificate of Educational Achievement awarded by the American Institute of CPA's.

Steagall is a member of the Tennessee Society of CPA's and the American Institute of CPA's. He has served on the board of directors of the local Chamber of Commerce, the Dawn of Hope, the Economic Development Board, the Johnson City Symphony and the East Tennessee State University Foundation. He is also a member of the Central Baptist Church in Johnson City.

In 1966, following graduation, Steagall married Nona Peters and in 1969 became the father to twin daughters. Melanie received a BBA in 1991 and a BSN in 1995 from ETSU and an MBA from King College in 2006. She is currently employed by Mountain States Health Alliance as Assistant Vice President and Chief Nursing Officer of Washington County Operations. She is married to David Stanton and they are parents of 6-year-old twins, Austin Charles and Audrey Noelle. Melissa received a BBA in 1991 from ETSU and in 1993 became a CPA. She is a partner with Blackburn, Childers & Steagall, PLC. She is married to Jeffrey Jones and they are parents of 8-year-old Lydia Mary and 3-year-old Evan Leighton.

When he has spare time, he enjoys golf and day hiking.
