During Justice Penny White's undergraduate years at ETSU, she served as president of the Student Government Association, copy editor of the Buccaneer, and member of Phi Kappa Phi and a number of other honor societies. After completing law school at the University of Tennessee, she practiced for a brief time in Johnson City before earning a fellowship at Georgetown University Law Center, where she earned a master's degree in law. After running a solo practice in Johnson City, White was elected in 1990 to become the first woman to hold the position of First Judicial District Circuit Court Judge. She held the position until 1992, when she became the second woman in the state to hold her current post on the Tennessee Supreme Court.
