The records resulting from the Office of the President Records: Interchanges with the State Board of Education/Board of Regents were transferred from the East Tennessee State University president's office to the University Archives in February 1984. Janice Randolph, administrative assistant, permitted the transfer. The records were opened for research in October 1985.

HISTORICAL NOTE

Since its founding in 1911 as a normal school, East Tennessee State University was under the direction of the Tennessee State Board of Education. Appointed by the governor, the board of education was responsible for all public education in Tennessee with the exception of the University of Tennessee system. When in 1972 the State Board of Regents was created to oversee the state universities (with the exception of U. T.) and community colleges, East Tennessee State University began reporting to this body. As the chief administrator, the presidents of the university were responsible for reporting to these boards. To date there have been six presidents at East Tennessee State University: Sidney G. Gilbreath, 1911-1925; Charles C. Sherrod, 1925-1949; Burgin E. Dossett, 1949-1968; D. P. Culp, 1968-1977; Arthur H. DeRosier, 1977-1980; and Ronald G. Beller, 1980- .

The State Board of Education served as a policy-making body for the Tennessee Department of Education. It was directly responsible for the governance of state-operated schools and later the state educational television system. The board prescribed regulations and standards for the operation of Tennessee public education. In addition, the board was responsible for appointing the state university presidents, again with the exception of the University of Tennessee system. The chief administrative officer was the commissioner, who with the governor and thirteen other members comprised the board.

In 1972, the state and community colleges were placed under the newly created State Board of Regents. Later, the technical schools were added to this system. This organization's responsibilities included the prescription of curricula, requirements for diplomas and degrees, approval of operating and capital budgets and the establishment of policies and regulations regarding campus life. The Board of Regents consists of seventeen members: eleven appointed by the governor for nine-year terms; four ex-officio members (the governor, commissioner of education, commissioner of agriculture and executive director of the Tennessee Higher Education Commission); the immediate former commissioner of education; and a student appointed for a one-year term. The board meets quarterly.

SCOPE AND CONTENT

The Office of the President Records: Interchanges with the State Board of Education/Board of Regents contain copies of the minutes of the State Board of Education; annual and quarterly reports of the ETSU president's office to the State Board of Education and Board of Regents; and correspondence, resolutions, regulations, and reports relating to policies of the State Board of Education for state universities and colleges. The records reflect university relations with local governments and businesses; university operation including capital outlay, administrative policies, enrollment, student activities and conduct, and university government; and personnel policies, including faculty tenure, salary, and teaching loads.

The records date from 1916 to 1981. The records are divided into three series: Series I, Minutes of the State Board of Education, 1925-1972; Series II, Annual and Quarterly Reports, 1916-1981; and Series III, Policy files, 1951-1972.

This series consists of copies of the minutes of the Tennessee Board of Education. The files are arranged chronologically. An index is located at the end of this series.

Series II, QUARTERLY AND ANNUAL REPORTS TO THE STATE BOARD OF EDUCATION/BOARD OF REGENTS, 1916-1981, Boxes 13-20.
This series consists of reports sent to the State Board of Education/Board of Regents and covers such subjects as enrollment, inter-university activities, new construction, and grants. Reports generated within the university are included in the files, along with bound statistical reports from 1945 to 1966. The files are arranged chronologically, with the bound statistical reports and two bound volumes of annual reports located at the end of the series, followed by the State Board of Regents annual reports from 1973 to 1981.

Series III, POLICY FILES, 1951-1972, Boxes 20-24.
These files relate to the State Board of Education's policies for the state universities and colleges. Subjects covered include student conduct and disorders, enrollment, teaching loads, personnel, services to students, and use of facilities. Included are reports on special subjects from the office of the president; selected committee reports, including tenure; and correspondence with E. C. Stimbert, commissioner of education. The files are arranged alphabetically by subject/record type.
