ADMINISTRATIVE INFORMATION

Provenance: On November 26, 1984, the Archives of Appalachia and University Archives retired its inactive administrative files and placed them in the University Archives. In July 1986 the outreach grant records and Appalachian Consortium directory of archives in Appalachia grant files were added to the record group. The records were opened for research in June 1987.

Access: The collection is open for research.

HISTORICAL NOTE

In 1978 the Archives of Appalachia and University Archives were created at East Tennessee State University. As a department of Sherrod Library, the archives is under the administration of the library's director. Since opening the archives has been served by two directors: Dr. Richard Kesner, 1978-August 1981 and Dr. Ellen Garrison, July 1982-January 1987.

The Archives of Appalachia serves the community by acquiring, preserving, and providing access to records of historical and research value pertaining to the political, social, economic, and cultural development of the Southern mountains. These records include the papers of both prominent and obscure people in Appalachia; of social, civic, business, and cultural and religious organizations; and of labor unions, citizen groups, schools, workshops and farms. The records protected in the archives are of many media types, including manuscripts, audio and video tapes, photographs, and films.

In 1979 and 1980 with the help of grants through the National Endowment for the Humanities and Tennessee Commission for the Humanities, the archives was able to develop an outreach program to carry some of the information in the archives out into the community. Through the grant, equipment was purchased and eight slide tape presentations, on various aspects of Appalachian history and culture, were produced. In 1981 and 1982, a second grant enabled the staff of the archives to develop teaching packets for five of the programs. In addition to the outreach programs, the archives staff publishes a newsletter three times a year and speaks at various civic groups and school.

In 1984, the state of Tennessee awarded the university a "Center for Excellence" in Appalachian Studies and Services. According to the proposal, the Institute for Appalachian Affairs, B. Carroll Reece Museum, Archives of Appalachia and other interested individuals and departments on campus cooperatively form the Center for Appalachian Studies and Services. The archives continues to contribute and support the goals of the center.

SCOPE AND CONTENT

The Archives of Appalachia and University Archives Records contain in-coming and out-going correspondence between the director and other repositories, professional organizations and campus administrators; consultants' reports; grant applications and related materials; bibliographies and reference material on archival topics; and publicity materials including the brochure and newsletters. The files reflect the creation and development of the archives; its day-to-day operation; and the interaction of staff members with other repositories, professional organizations and community groups. Of special importance in the records are such topics as the Tennessee Committee for the Humanities (TCH) and National Endowment for the Humanities (NEH) grants for the development of the outreach programs with supporting materials and the National Historical Publication and Records Commission (NHPRC) grant to compile a directory of archives in the southern Appalachian Region.

The records span from 1977 to 1986. However, the bulk of the materials relates to the first director's activities and spans from 1978 to 1981. These files are the inactive administrative records of the archive; therefore, other materials may be retired periodically from the active files and added to this group.

SERIES DESCRIPTION

Subgroup A, GENERAL OFFICE FILES, 1977-1986, Boxes 1-2.
Subgroup A consists of the retired administrative files of the Archives of Appalachia and University Archives reflecting the development of the archives program; the staff's interaction with other repositories and professional organizations; the day-to-day operation of the office; and public relations efforts including the newsletter, brochure and special events. Included are incoming and out-going correspondence, reports, brochures, collected professional articles, and newsletters. Subgroup A is divided into three series: Series A-I, Director's Correspondence; Series A-II, Administrative Files; and Series A-III, Newsletters.

Series A-I, DIRECTOR'S CORRESPONDENCE, 1978-1980, Box 1.
Series A-I contains miscellaneous in-coming and out-going correspondence with Director Richard Kesner reflecting the development and maintenance of the archives program, his interaction with other repositories, and his activities in professional organizations. The files are arranged alphabetically by correspondent's name.

Series A-II, ADMINISTRATIVE FILES, 1977-1983, Boxes 1-2.
Series A-II contains correspondence, reports, brochures, note and journal articles concerning the audio-visual archives; interaction with other repositories, agencies and professional organizations; publicity; and preservation. The files are arranged alphabetically by subject/organization name. Two reel-to-reel video tapes (tapes 1-2), WCYB public service announcements, have been removed and placed in the audio visual storage area.

Series A-III, NEWSLETTERS, 1979-1984, Box 2.
Series A-III consists of the rough drafts and final typed copy of the Archives of Appalachia newsletters. The newsletters contain information on acquisitions, staff activities, papers opened for research and various events concerning the archives and immediate surrounding area. The files are arranged chronologically.

Subgroup B, GRANT RECORDS, 1978-1986, Boxes 2-8.
Subgroup B includes brochures about funding agencies, correspondence, supporting research notes and articles, draft and final grant applications, questionnaires, budget sheets and time reports. These files concern grant proposals to various agencies by the Archives of Appalachia staff including such topics as automation, the Appalachian Studies Conference, and conservation. Of special importance were the NEH and TCH grants to produce the archives outreach programs and the NHPRC grant to produce a directory of archives in Appalachia. The subgroup is divided into four series: Series B-I, Miscellaneous Grant Files; Series B-II, Outreach Grant Files; Series B-III, Appalachian Consortium Archives Directory Grant Files; and Series B-IV, Tennessee Mountain Heritage Grant Files.

Series B-I, MISCELLANEOUS GRANT FILES, 1977-1983, Boxes 2-3.
Series B-I contains funding agency brochures, correspondence, supporting research notes and articles, and draft and final grant applications. Grant proposals included in this series are: archives automation grant, audio-visual collection duplication and indexing projects, conservation and the Appalachian Studies Conference. The files are arranged alphabetically first by granting agency and then by subject or grant proposal.

Series B-II, OUTREACH GRANT FILES, 1979-1982, Boxes 4-6
Series B-II consists of draft and final grant proposals, correspondence, contracts, accomplishment reports, employment applications, requisitions, teaching packets and program scripts. The records were created as the result of a TCH and NEH grant to allow the archives to produce nine slide-tape programs relating to such topics coal mining, country music, logging, historic preservation, Johnson City's history and quilting. The grant also provided the archives with equipment and funds to take the programs out to school and community groups in the surrounding region. Teaching packets with supporting materials were also development to accompany the program. This series is divided into two subseries: Subseries B-IIA, Administrative Files and Subseries B-IIB, Program Scripts.

Subseries B-IIA, ADMINISTRATIVE FILES, 1979-1982, Boxes 4-5.
Subseries B-IIA includes grant proposals, correspondence, accomplishment reports, employment applications, time and activity reports, news releases and teaching packets. The records reflect the preparation and submission of the grant proposal, purchase of slide-tape equipment, employment of project staff, development of the slide tape programs and teaching packets, public relations, and presentation of programs to community groups. The files are arranged alphabetically by subject.

Subseries B-IIB, PROGRAM SCRIPTS, 1979-1982, Boxes 5-6.
Subseries B-IIB includes drafts and final copies of program scripts, identification of slides used, supporting teacher's materials, bibliographies and background research notes. This series contains materials on slide tape programs produced and topics studied for possible future programs. Subjects covered include: coal mining, country music, historic preservation, logging, the history of Johnson City, quilting, railroads, mountain medicine and weaving. The files are arranged alphabetically by program title/subject. Twenty-seven audio and video cassette tapes and reel-to-reel audio tapes (tapes 3-29) have been removed and placed in the audio-visual storage area.

Series B-III, APPALACHIAN CONSORTIUM ARCHIVES DIRECTORY GRANT FILES, 1981-1986, Boxes 6-8.
Series B-III consists of budgets, committee meeting minutes, correspondence, final reports, workshop materials and evaluations, mailing lists and questionnaires created as the result of the National Historical Publication and Records Commission grant to the Appalachian Consortium to create a directory of archives in Appalachia. Through this grant, archival repositories throughout southern Appalachia were surveyed and a directory printed based upon the information received. Also included are materials resulting from a basic conservation workshop planned and presented in Mars Hill, North Carolina as a part of the grant. The series is divided into two subseries: Subseries B-IIIA, Administrative Files and Subseries B-IIIB, Questionnaires.

Subseries B-IIIA, ADMINISTRATIVE FILES, 1981-1986, Boxes 6-7.
Subseries B-IIIA contains budgets, correspondence meeting minutes, final reports, mailing lists, brochures, workshop evaluations and time reports created by Project Director Ellen Garrison, and Project Coordinator Kathy Wheelock's activities while working on the grant project. The records reflect all phases of the project including preliminary plans, implementation and evaluation. Subjects covered are the basic conservation workshop, background information on the states in which repositories were surveyed, the development and distribution of the questionnaire and the production of the directory. The files are arranged alphabetically by subject/record type.

Subseries B-IIIB, QUESTIONNAIRES, 1984, Boxes 7-8.
Subseries B-IIIB consists of questionnaires mailed to institutions holding manuscripts in the mountain counties of Kentucky, Georgia, North Carolina, South Carolina, Tennessee, Virginia and West Virginia as part of the Appalachian Consortium grant to create a directory of archives in Appalachia. Each questionnaire contains information regarding the institutions' staff, operating hours, service to patrons, size of holdings and subjects covered in manuscript collections. The files are arranged alphabetically by state name.

Series B-IV, TENNESSEE MOUNTAIN HERITAGE GRANT FILES, 1982-1983, Box 8.
Series B-Iv includes correspondence, draft and final copies of the grant proposal, time reports, evaluations and radio program scripts. The records reflect the activities resulting from the Tennessee Committee for the Humanities (TCH) grant to produce and broadcast three radio programs based upon the archives outreach slide-tape presentations. The produced programs concern railroads in southern Appalachia, the early development of country music and the history of Johnson City, Tennessee. The files are arranged alphabetically by subject/record type. Five tapes (tapes 30-34) including audio cassette and reel-to-reel, have been removed and placed in the audio visual storage area.
