ADMINISTRATIVE INFORMATION
Provenance: The Faculty Senate Records were donated to the University Archives in May 1985 by Frank B. Williams, Jr., a professor in the Department of History at East Tennessee State University. The records were given to Williams by Keith Turkett, former president of the Faculty Senate. Later copies of the minutes have been received regularly by the archives.

HISTORICAL NOTE
Interest in establishing a faculty senate at East Tennessee State goes back to the early 1950s. In order to ascertain the feasibility of organizing a faculty senate, the faculty appointed a committee which represented all departments. This committee, the Faculty Organization Committee, met throughout the academic year 1952-53. In May 1953 the committee produced a constitution which contained a proposal for an executive council. The following September the committee set forth an amended constitution which called for a faculty council. The faculty voted on, but rejected, this constitution.
The faculty did not again give serious consideration to a senate until the summer of 1968. President D. P. Culp agreed to the establishment of the President's Ad Hoc Committee for the Faculty Senate. The committee produced another constitution for a senate. In October of 1969 the faculty voted on this constitution. Again, the constitution was defeated as a majority of the total number of faculty members did not approve of this document.
It was not until the early 1970s when the issue of a faculty senate surfaced again. After an unsuccessful 1972 effort by faculty members to establish a senate, success was finally achieved in the fall of 1974. A November 18, 1974 enabling document brought the senate into existence. Subsequently, elections for representatives were held, and the first meeting of ETSU's Faculty Senate took place on January 27, 1975. A senate committee then drew up a new constitution, which was amended in 1977.
The Faculty Senate provides a forum for the initiation, formulation, discussion, and implementation of academic and related policies which affect the university. The senate makes recommendations to the administration on matters of institutional policies over procedures which concern the faculty.
Senate membership includes three senators from each free-standing college, school or equivalent unit. In addition, one member is chosen for every 25 faculty members in a college, school or equivalent unit. The library has one senator, as does the Nave Paramedical Center.
SCOPE AND CONTENT NOTE
The Faculty Senate Records consists of meeting agendas, minutes of meetings, committee reports, correspondence between senate members and university personnel, subject files, audio cassette recordings of senate meetings, and copies of the organization's bylaws and constitution. The records document the operations of the organization, primarily for the period 1975-97, with some preliminary documents earlier than this period. Information in the records concern tenure and promotion, grievance procedures, curriculum development, budget recommendations, salaries and benefits, and revision of senate bylaws, among other issues.
Organization: The records are arranged into four series as follows: Series I, Administrative Records, 1953-74; Series II, Minutes and Related Records, 1975-97; Series III, Subject Files, 1970-79; and Series IV, Recordings, 1977-93. Box numbering begins again with each series.

SERIES DESCRIPTION
Series I, ADMINISTRATIVE RECORDS, 1953-1969, Box 1.
This series contains correspondence, memoranda, a committee report with a proposed plan and bylaws for establishing a Faculty Senate in 1953 and a proposed Faculty Senate constitution from 1969, later used as a model for the organization. This material documents early attempts at establishing a faculty senate organization at ETSU. Records are arranged chronologically.
Series II, MINUTES AND RELATED RECORDS, 1975-97 and undated, Boxes 1-3.
This series contains agendas, memoranda, reports, and minutes related to Faculty Senate meetings and document the regular operations of the organization. The arrangement is chronological with undate material filed first. Records will be added in an open-ended sequence as those are received
Series III, SUBJECT FILES, 1970-79, Boxes 1-2.
This series consists of memoranda, minutes (Academic Council), reports (primarily from the Faculty Sub-Council and Faculty Senate committees), correspondence, news releases, and miscellaneous university documents collected by the Faculty Senate in the course of business related to various topics such as tenure and promotion, cuurriculum course development, and other educational and professional matters. The files are arranged alphabetically by subject and then chronologically.
Series IV, RECORDINGS, 1977-93, Boxes 1-4.
This series consists of audio cassette recordings of Faculty Senate meetings. Tapes are arranged chronologically.
