ADMINISTRATIVE INFORMATION

Provenance: The papers of Delos P. Culp, fourth president of East Tennessee State University, were transferred to the University Archives in July 1979. Processing of the collection was completed in December 1981.

RESTRICTION
Materials which include student grades have been restricted in accordance with the Family Education Rights and Privacy Act of 1974. These documents have been stored separately and may not be accessed by researchers.

BIOGRAPHICAL NOTE

Delos P. Culp was born on July 26, 1911 in Clanton, Alabama, the son of Daniel and Lela Popwell Culp. He attended the public schools of Chilton County and graduated from Isabella High School, Maplesville, Alabama. From 1933-34, he attended Jacksonville State University in Jacksonville, Alabama and earned a normal diploma. In 1937 he earned a B.S. degree from Auburn University in Auburn, Alabama and a M.S. in 1940 from the same institution.

Culp's teaching experience began in Chilton County in a one-room school. Over the years he advanced in the educational system of the county until he became superintendent of schools in 1942. Resigning as superintendent in 1946, he became a member of the professional staff of the Alabama State Department of Education. In 1949, Culp continued his education by receiving the Ed. D. degree from Columbia University in New York City. He also was a General Education Board Fellow at Columbia and received a grant to study public education at all levels in 17 states. After serving as associate professor and professor of education at Auburn University, 1951-1954, Culp assumed the presidency of Livingston State College at Livingston, Alabama, where he remained until he became president of Alabama College (now University of Montevallo), Montevallo, Alabama in 1963. On February 1, 1968, Culp became president of East Tennessee State University. He retired in 1977.

During his educational career Culp held many offices. Included among these are the following: director of the Alabama Education Commission for the Alabama State Legislature, 1957-59; member of a special study of public education in the Philippines, 1959-60; president of the Alabama Association of College Administrators, 1960; special consultant to the American Association of Colleges for Teacher Education, for Appraisal and Development of Programmed Learning, 1960-61; chair of the Alabama Education Association Policies Commission, 1960-62; and chair of the National Commission on Safety Education, 1965. Culp is an authority on pupil transportation and has made a national contribution in this field. He is the co-author of two works in this field: An Administrator's Handbook of School Transportation (1949) and Pupil Transportation (1953).

For many years Culp has been an active lay leader in the United Methodist Church and has held many offices in its local, state, and national organizations. He is a member and has held offices in a number of educational organizations and professional societies at both the state and national level. In Johnson City he has been a director of First Peoples Bank, a national committee chair of Exploring Boy Scouts of America, and a member of the National Commission on Safety Education. Culp is married to the former Martha Edwardine Street of Gadsden, Alabama. They have three children: Martha Jean, James and John.

SCOPE AND CONTENT NOTE

The Delos P. Culp Records contain correspondence; financial records including budgets, audits and receipts; annual reports; committee minutes and reports; legal documents including deeds, contracts and land appraisals; university and professional publications; and newsclippings. The collection focuses on the operation of East Tennessee State University and Culp's role as president of the institution. The papers also deal with Culp's relationship with local, county, state and national educational organizations and activities. The papers date from 1924-74 and include records pertaining to particular subjects which have been carried over from previous administrations.

When the papers were received by the University Archives, they already were arranged by administrative offices, schools and departments; the student and general correspondence were arranged alphabetically. This arrangement was maintained. The original accession comprises Subgroup A, while the addition comprises Subgroup B. Subgroup A was divided into 11 series as follows: Series I, Academic Administration Records, 1943-74; Series II, Business and Financial Management Records, 1946-72; Series III, School and Department Records, 1946-71; Series IV, Auxiliary Services Records, 1947-72; Series V,

Subgroup A: ORIGINAL ACCESSION, 1924-74, Boxes 1-152.

Subgroup A consists of the original accession of the Culp Papers. Included are administrative records, school and department records, correspondence, university publications, photographs and other types of materials which document the functioning of the university during Culp's tenure as president of East Tennessee State University.

Series A-I, ACADEMIC ADMINISTRATION RECORDS, 1943-1974, Boxes 1-12.

This series includes correspondence and memoranda with campus offices concerned with the administration of academic affairs including academic support services. Subjects discussed include enrollment, schedules, degrees, registration, fees, fraternities, Panhellenic Council, financial aid, housing, United Student Body, insurance, Honors Day and Student Publications. The arrangement is alphabetical by the name of the office.

This series includes contracts, statistics, correspondence, memoranda, reports, inventories, change orders, deeds, certificates of titles, maps, and appraisals of property. Discussed in this series are subjects related to alumni, bridges, salaries, audits, gifts and scholarships, plant operations, capital outlay, bids, construction buildings, furnishings, open house, dedications of new buildings and the purchase of property. The arrangement is alphabetical by the name of the office.

This series includes correspondence and memoranda with administrative officials, heads of departments and faculty in the colleges and schools. Subjects discussed are: curriculum, university catalog, Director's Council, instructional staff load, promotions, graduate program, research, conservation workshop, Ohio Valley Conference, athletic programs and continuing education. After 1971 the departmental correspondence was integrated into the general subject correspondence. For additions after 1971 see Series XII. There are six subseries arranged by school or college, and within each subseries alphabetically by department, except that each subseries begins with a general files for the school or college. The departmental correspondence was integrated into the general subject correspondence. For additions after 1971 see Series VII.

This series includes appointment notebooks with dates for campus events related to the social, athletic and educational life of the students, faculty and area citizens. The arrangement is chronological.

Series A-XI, PHOTOGRAPHS, 1961-66 and undated, Photo Boxes 237-238.

Series XI consists of black and white photographs removed from the collection. Most of the photos were removed from Series VIII-B, Special Subject Files-Internal; Clinchfield Railroad. Others were removed from Series VII, General Subject Files. These prints include aerial views of the campus; views of the Clinchfield track which goes through the campus; and construction of Boundary Road on the southwest border of the campus. The prints are arranged according to the series from which they were removed. Originally these prints were placed in the University Photographic Archives by subject.

NON-MANUSCRIPT MATERIAL

Student publications which focus on campus protest and unrest, 1968-1969, have been removed and placed in the University Publications Vertical Files under the heading "Student Publications." Other university publications have been removed and placed in the University Publications Vertical Files under publication titles. Oversize materials have been removed and placed in folders in the map cabinets according to accession number. A list of items in these folders can be found at the end of the inventory. Three reel-to-reel audio recordings of the dedication of the president's offical residence "Shelbridge," April 14, 19734, are shelved in the Special Environment Room.
