ADMINISTRATIVE INFORMATION

Provenance: The papers of the Council on Appalachian Women were placed in the Archives of Appalachia on May 14, 1981 by Ethelene M. Brasington, executive director.

On October 22, 1982, Cynthia S. Burnley, Department of Sociology and Anthropology at East Tennessee State University, donated two folders of materials resulting from her work with the Council. This material is located in box 32 and is a continuation of Sub-series III-B, Subject Files.

On February 16, 1984, Carl Ross, acting director of the Center for Appalachian Studies at Appalachian State University donated additional Council on Appalachian Women papers. The second addendum is continuation of information in Series I, Series II, Subseries III-A, Subseries III-B, Series VI. The folders are arranged alphabetically by subject.

Access: The collection is open for research.

Processing Information: Norma Myers completed processing and the collection was opened for research in August 1982. In 1993, Marie Tedesco and Ed Speer processed the additions to the collection and revised the finding air.

HISTORICAL NOTE

In October 1976 approximately 200 women from seven states of Appalachia met in Boone, North Carolina, at the National Advisory Council on Women's Educational Program. Thirty-five of these women met again at Mars Hill College in December and created a non-profit organization dedicated to the advancement of the needs in education, services, and research of women from the thirteen states of Appalachia. On February 23, 1977, the organization was incorporated under the title, the Council on Appalachian Women. The office was located at Mars Hill College, and Ms. Jeanne Hoffman was selected as the first president of the board of directors. The council operated for eighteen months on a tight budget, and in 1979 received a three year $54,630 grant from the Appalachian Regional Commission.

One of the council's most important projects was the series of educational forums held in western North Carolina between 1978 and 1980. On July 14, 1978 the North Carolina Humanities Commission awarded the Council a $12,565 grant to conduct a series of thirty-two forums called "Images of Appalachian Women." In July 1979, the Council received a second grant to hold a second group of programs entitled "The Essence of the Appalachian Woman." Twenty-nine forums were held between O tober 1979 and June 1980. In addition, the council published a booklet based on the presentations of the distributed to the regional state universities.

The Council on Appalachian Women also published the magazine, Appalachian Women which first appeared on October 1, 1979. In November the council purchased five hundred back issues and subscribers list of Magazine of Appalachian Women, MAW from Miriam Ralston. The board of directors discontinued the publication after two issues in order to remain solvent. In February 1981, the board agreed to give the magazine to the Women's Counseling Center of West Virginia.

The Council on Appalachian Women remained in operation until May 1981 when the office closed due to the lack of funding. During this time the council was served by three executive directors. Ms. Jeanne Hoffman held the office from May 23, 1978 until June 1979. Upon her resignation the council was without an executive director for seven months. Ms. Constance Mahoney served from January until June 1980. For the next seven months the council was again without a director; and in the latter half of 1980, the board voted to eliminate the position. However, in January 1981, Ethelene Brasington was selected to serve as executive director for the duration of the contract with the Appalachian Regional Commission.

SCOPE AND CONTENT

The papers of the Council on Appalachian Women reflect the council's day to day operation from 1977 to 1981, interaction with other organizations on issues concerning Appalachian women, collection of reference material on women and Appalachia, presentation of humanities forums from 1978 to 1980, and publication of the Appalachian Women magazine. The first two executive directors, Jeanne Hoffman and Constance Mahoney, created most of the papers; however, the collection contains scattered papers of the staff, officers, members, and the third executive director, Ethelene Brasington. The collection includes correspondence, meeting minutes, position papers, grant proposals, financial statements and receipts, newsclippings, council publications, a scrapbook, photographs, and cassette tapes.

The dates of the documents span from 1958 to 1981 but predominantly fall between 1977 and 1981. The papers are divided into seven series. Documents concerning the organization and operational procedures of the council are in Series I. The second series contains the financial records of the council. Series III consists of the general office files including the general correspondence and subject files. Material concerning the Appalachian Consortium and Land of Sky Regional Council is also located in this series. The papers in Series IV concern the council's activity on specific projects: humanities forums; Appalachian Women magazine; newsletter; and child development. The sixth and seventh series contain respectively the publication of the council and oversized material. An inventory of tapes follows the series folder listings.

SERIES DESCRIPTION

Series I, ORGANIZATIONAL PAPERS, 1975-1981, Boxes 1-3.

Series I contains organizational documents including the articles of incorporation and by-laws; the board of directors' correspondence, meeting minute sand agendas; the annual and spring meeting evaluations, minutes, and registration; and employment applications, contracts, and policies. The papers are arranged first alphabetically according to the folder title and then chronologically. Eighteen cassette tapes of the annual business meetings and board of directors' meetings have been placed in Series VIII. See also Addendum II.

Series II, FINANCIAL PAPERS, 1976-1981, Boxes 3-7.

Series II contains audio reports, budget print outs and reports, receipts, bills, bank statements, requisitions, and expense forms. The financial records concern the council's funding through the Appalachian Regional Commission, publication of the magazine, maintenance of an office, and participation in the humanities forums. The files are arranged alphabetically by document type and/or subject. See also Addendum II.

Series III, GENERAL OFFICE FILES, 1975-1981, Boxes 7-18.

Series III contains the documents created by the staff and officers in the council's day to day operation and interaction with other organizations, including the Appalachian Regional Commission, the Appalachian Consortium, Rural American Women, and the North Carolina Humanities Committee. This series is divided into two subseries: Subseries III-A, General correspondence, chronologically arranged; and Subseries III-B, Subject files, arranged alphabetically. See also Addendum II.

Subseries III-A, GENERAL CORRESPONDENCE FILES, 1976-1981, Boxes 7-10.

Subseries III-A contains letters, postcards and memoranda concerning membership, meetings, background information about magazine publication and humanities forums, and the operation of the council office generated predominantly by the staff but also by officers and members. The arrangement is chronological.

Subseries III-B, SUBJECT FILES, 1975-1981, Boxes 10-18.

Subseries III-B contains notes, correspondence, newsclippings, grant proposals, conference and committee recommendations, lists, and position papers reflection the council's activities and interaction with other organizations on women's issues. The files are arranged alphabetically by title. See also Series VII for a desk calendar with notes and appointments. Additional files of this series are included in Addenda I and II and are placed at the end of the collection in box 32.

Series IV, COUNCIL PROJECTS, 1958-1981, Boxes 18-27.

Series IV contains correspondence, notes, lists, press releases, newsclippings, proposals, and reports concerning the council's involvement in the humanities forums presentation, magazine and newsletter publication, and the child development project. This series is divided into three subseries: Subseries IV-A, Humanities forums; Subseries IV-B, Magazine and newsletter; and Subseries IV-C, Child development.

Subseries IV-A, HUMANITIES FORUMS, 1977-1980, Boxes 18-23.

Subseries IV-A contains agendas planning notes, evaluations, registration forms, press releases, newsclippings, bibliographies, and participant's resumes concerning the presentation of two series of forums: "The Images of Appalachian Women," 1978-1979 and "The Essence of the Appalachian Woman," 1979-1980. The arrangement is first alphabetical by subject and/or document type and then chronological. The records of individual county participation are arranged in alphabetical order by county name within each series of forums. See also Series VII for a scrapbook of the forums. Approximately fourteen photographs and six cassette tapes concerning the forums are filed in the archives audio-visual collection.

Subseries IV-B, MAGAZINE AND NEWSLETTER, 1977-1981, Boxes 23-26.

Subseries IV-B contains correspondence, contracts, notes, mailing lists, subscription forms, and submitted creative works related to the publication of the magazine and newsletter. The papers are arranged alphabetically according to the subject and type of document. See also Series VII for an additional mailing list and photographic archives for three photographs removed from the collection.

Subseries IV-C, CHILD DEVELOPMENT, 1958-1979, Boxes 26-27.

Subseries IV-C contains correspondence, conference programs, proposals, citizen presentations notes, recommendations, position papers, and collected research articles concerning child development. Subjects covered include day care, infant mortality, and rural maternal and infant health care. The arrangement is alphabetically by subject.

Series V, REFERENCE FILES, 1974-1981, Boxes 27-32.

Series V contains correspondence, newspaper and magazine clippings, brochures, research papers collected by the council for the benefit of researchers. Subjects covered in this series reflect the issues faced by Appalachian women including abortion, child care, domestic violence, education, employment, equal rights, and health care. The folders are arranged alphabetically according to subject.

Series VI, PUBLICATIONS, 1978-1980, Box 32.

Series VI contains the publications of the Council on Appalachian Women including the newsletter, the magazine Appalachian Women, a membership directory, and a booklet of the humanities forums. The arrangement is alphabetically by the title of the publication. See also Addendum II.

Series VII, OVERSIZED MATERIAL, 1977-1980, Box 33.

Series VII contains oversized material including a scrapbook of the humanities forums; the office desk calendar; a computer print out mailing list; and the annual president's report and meeting minutes in 1977. The material is arranged alphabetically by folder title. A map of the Tennessee Valley Region was removed from the collection and is stored in an oversized folder in the map cabinets by accession number.

Series VIII, AUDIO TAPES, 1978-80, Boxes 34-35.

Series VIII contains 25 audio cassette tapes of annual business meetings, membership meetings, board of directors' meetings, and humanities forums. The recordings supplement materials found in Series I and Subseries IV-A.

Series IX, PHOTOGRAPHS, 1978-1980, Box 36.

Series IX contains 89 black and white and color prints of persons and events relating to the Council on Appalachian Women.
