ADMINISTRATIVE INFORMATION
Provenance: The Jane Dulaney Hilbert Collection was donated to the Archives of Appalachia on June 30, 1982 by Jane Dulaney Hilbert. The photographic materials originally were stored with the Appalachian Photographic Archives. These materials, together with the aeronautic map, were processed as a separate collection in 1991.
Access: The collection is open for research.
Processing Information: Marie Tedesco completed processing and the collection was opened for research in 1991.
BIOGRAPHICAL NOTE
Jane Dulaney was born on March 16, 1911 in Bristol, Tennessee, the daughter of Fred and Grace Dulaney. She spent her childhood in Bristol, attended public elementary schools, and graduated from Bristol, Tennessee High School in 1928. In 1930 Dulaney received a two-year degree from Arlington Hall College in Clarendon, Virginia.
Dulaney's career as a pilot began in 1931 when she became the first woman in Virginia to receive a private pilot's certificate. From 1933-34 she worked as an air hostess for Eastern Air Transport, flying the Washington to Miami route in Condor biplanes that seated 24 passengers. When, in 1934, the federal government canceled its airmail contracts with air carriers, Eastern lost income and cut back some of its services. Air hostesses were eliminated, and thus Dulaney and three other hostesses lost their jobs. She returned to Bristol in 1934 to become a station manager for American Airlines, which had begun a Memphis to Washington, D.C. airmail run. Bristol was an intermediate stop on that run. In 1937 American replaced Dulaney with a male manager and 10-15 assistants.
In 1937, with the building of McKellar Field (now Tri-City Regional Airport), air traffic moved from Bristol to Blountville. Dulaney then took a job with Appalachian Flying Service (AFS), which had been purchased in 1927 by Louis Hilbert and moved to Bristol in 1936. From 1939-43 she taught flying to civilians under the aegis of the Civilian Pilot Training Program (CPTP), a Federal Aviation Administration program. CPTP provided a pool of pilots, most of whom entered the army when the United States became involved in World War II. After the war started, Dulaney trained pilots for a government program which provided funds for the training of cadets from East Tennessee State College and King College.
While working for AFS, Dulaney met Louis Hilbert, whom she married in February of 1942. While he was in the service during the war, Jane ran AFS. Upon Hilbert's return from service, Jane became a vice-president for AFS. She remained in that position until 1968, when the Hilberts sold AFS. Louis stayed with AFS until 1972. He died in 1975.
Jane Hilbert is a charter member of the Tennessee chapter of the Ninety-Nines, Inc., the international organization for women pilots. As of this writing she resides in Johnson City, Tennessee.
SCOPE AND CONTENT
The Jane Dulaney Hilbert Collection consists of photographic images which focus on aviation in the Tri-Cities, 1937-60; the 1958 visit to the Tri-Cities of Vice-President Richard M. Nixon; and the 1970 visit to the area by President Nixon. The collection is divided into two series by type of materials: Series I, Negatives and Contacts, 1936-60*; and Series II, 35 mm. color slides, 1956-70. Series I focuses on aviation in the Tri-Cities, 1936-60, while Series II concerns a number of topics, among them aviation at Tri-City Regional Airport, Appalachian Flying Service, dedication of the McKellar statue at the airport, the visit of Vice-President Richard M. Nixon to the Tri-Cities in 1958, and the visit of President Nixon to the Tri-Cities in 1970. An index to the collection follows the series lists.
