ADMINISTRATIVE INFORMATION

Provenance: On September 5, 1983 Richard Gordon transferred the tapes and transcripts for the Country Roots Radio Series to the University Archives. In March and April of 1984, Tom Christy transferred a second group of WETS-FM records to the University Archives.

Restrictions: The transcripts and tapes of the Gordon donation are open for research; however, the transcripts can not be copied except with the permission of the donor. Tapes may be copied at cost of reproduction. The majority of the Christy donation is unrestricted with the exception of the tapes produced by Christy of Tank's Farm Festival on July 18-19, 1981. These particular tapes cannot be copied or published without Christy's written permission.

HISTORICAL NOTE

WETS-FM began broadcasting on February 26, 1974. It is a member station of National Public Radio and the Corporation for Public Broadcasting and is licensed to East Tennessee State University.

The station's studios are located on the university campus and the transmitter is on Holston Mountain, 22 miles east of Johnson City. At 89.5 megahertz, its stereo signal is 70,000 watts and serves an area with a population of more than 2.5 million, including portions of Tennessee, Georgia, North Carolina, South Carolina, Virginia, West Virginia, and Kentucky.

WETS is owned by the public and is supported by taxpayers and financial contributions. Its budget is provided in the annual state appropriation for East Tennessee State University. Supplementary funds are provided by the Corporation for Public Broadcasting.

The station offers news and entertainment programs not normally heard on private radio programs. Among the types of music it plays are classical, jazz, and big band.

SCOPE AND CONTENT NOTE

The WETS-FM records contain correspondence, performer agreements and worksheets, program guides, public service announcements, wire service bulletins, and program recordings and dub sheets. Also included are applications, with related materials, to the Tennessee Arts Commission for funding of special serial programs such as "Zeitgeist."

The records date from 1966 to 1986; however, the bulk of the records date from 1982 to 1984. A manual predates the station's beginning.

The paper records largely concern scheduling and programming policies, financial operation and various news and community activity items. The audiotapes cover a wide variety of subjects including contemporary legal issues, environmental issues, energy conservation, foreign relations, Appalachian culture and literature, and traditional and contemporary Appalachian music.

Organization: The records are divided into sub-groups according to the serial program or the announcer/producer responsible for creating the records and for their transfer to the archives. To date there are three sub-groups: Sub-group A: Tom Christy Records; Sub-group B: Country Roots Radio Series records/Richard Gordon, producer; and Sub-group C: Ed Price Records. The bulk of the records consist of Tom Christy's materials in Sub-group A. A Tape Index follows the Box and Folder list.

Sub-group A, TOM CHRISTY RELATED RECORDS, 1966-1985, Boxes 1-4 and 596 audiotapes.

Sub-group A contains correspondence, grant applications and related materials, performer agreements, program guides, public service announcements, wire service bulletins, and program recordings. These records relate to the day-to-day operation of the station; various news events; community activities; Appalachian culture and music; and contemporary environmental, legal and social issues. This group of materials is divided into two series by format: Series I, Administrative Records and Series II, Audiotapes.

Series I, ADMINISTRATIVE RECORDS, 1966-1985, Boxes 1-4.

Series I contains correspondence, performer agreements, program schedules, wire service news bulletins, public service announcements, and listener questionnaires. The subjects covered include daily operation of the station, financial support, programming, a variety of community events, and news items. Series I is divided into six subseries: Subseries AI-A, General Office Files; Subseries AI-B, Performer Agreements; Subseries AI-C, Program Guides; Subseries AI-D, Public Service Announcements; Subseries AI-E, TVA/Environmental News Releases; and Subseries AI-F, Wire Service Bulletins.

Subseries AI-A, GENERAL OFFICE FILES, 1966-1985, Box 1.

Subseries AI-A consists of outgoing correspondence and memoranda. Subjects discussed include financial support of WETS (from public and private sources), programming policies and scheduling, listener opinions and surveys, and artists' requests for interviews. The arrangement is alphabetical by subject.

Subseries AI-B, PERFORMER AGREEMENTS AND WORKSHEETS, 1978-82, Box 1.

Subseries AI-B contains legal agreements and contracts between WETS and performers indicating the performer's availability and willingness to broadcast on WETS, in the studio or at a particular event. Also included are artists' worksheets indicating the music to be performed. The files are arranged first alphabetically by event and then by performer's surnames. In the case that certain performers are in a group, the members are listed jointly.

Subseries AI-C, PROGRAM GUIDES, 1975-1985, Box 1.

Subseries AI-C includes monthly program guides prepared by WETS. These publications inform listeners of daily programs and special events for each month. The arrangement is chronological. The following guides are missing: January, February, October 1975; January, February, May 1976; December 1977; February, March, May, September, December 1979; January-December 1980; February, March, May, June 1981; and February, May, November 1985.

Subseries AI-D, PUBLIC SERVICE ANNOUNCEMENTS, January 1, 1982-May 31, 1984, Box 2 and Box 3.

Subseries AI-D contains 3" x 5" cards covering community events in the Tri-Cities area. The information relates to college classes of special interest, concerts, tours and special events, blood bank locations, local festivals, community concerts, featured lectures, club and church activities, and political rallies. The files are arranged chronologically.

Subseries AI-E, TVA/ENVIRONMENTAL NEWS RELEASES, 1978-1984, Box 4.

Subseries AI-E includes news releases about TVA and concerns about the environment, especially with regard to nuclear power. These releases are predominantly in the form of wire service bulletins. Non-TVA items will only be in this series if they happened to come on the same report with TVA items. The arrangement is chronological.

Subseries AI-F, WIRE SERVICE BULLETINS, 1982-1983, Box 4.

Subseries AI-F contains wire service news bulletins with information on general or non-TVA items. The files are arranged in reverse chronological order.

Series II, AUDIOTAPES, 1978-1984, Tapes WETS-l to WETS-596.

Series II contains both cassette and reel-to-reel recordings of serial programs and miscellaneous performances and interviews. Subjects covered include Appalachian culture and music, El Salvador, energy, legal issues, and local festivals. This series is divided into two subseries: Subseries AII-A, Serial Program and Special Event Recordings and Subseries AII-B, Miscellaneous Recordings. The recordings of the festival at Tanks Farm are restricted and cannot be duplicated except with the written permission of Tom Christy.

Subseries AII-A, SERIAL PROGRAMS AND SPECIAL EVENT RECORDINGS, 1978-1984, Audiotapes 1-410.

Subseries AII-A includes cassette and reel-to-reel audio recordings of regular serial programs and special events aired by WETS. Programs included are Appalachian Digest, Law Talk, University Forum and Zeitgeist. Special events covered include Energy Forum, El Salvador, Homefolks Festival, Jonesborough Days, Old Oak Festival, Old Time Country Radio Reunion, and Tank's Farm. The arrangement is first alphabetical by serial title or event and then chronological. Sequential WETS numbers have been assigned to each tape beginning with WETS-1. Dates of taping were inverted and written in the following form: year, month, day (830115 rather than January 15, 1983). The recordings of the festival held at Tank's Farm are restricted and may not be duplicated or published without the written permission of Tom Christy.

Subseries AII-B, MISCELLANEOUS RECORDINGS, 1978-1984, Audiotapes 411-596.

Subseries AII-B includes recordings of various interviews and performances. Topics covered include energy conservation, community art and theater events, storytelling, Appalachian culture, literature, and musical performances. Musical performances predominate in this series and include diverse musical styles such as bluegrass, old time, jazz, folk music, contemporary, and classical. The tapes are arranged chronologically with undated tapes at the beginning. Dates of taping were inverted and written in the following form: year, month, day (830115 rather than January 15, 1983).

Subgroup B, "COUNTRY ROOTS" RADIO SERIES, January 5, 1984 - March 1, 1984, 4 file folders and 8 cassette audiotapes. <

The "Country Roots" radio series was aired by WETS on Thursday afternoons between January 5 and March 1, 1984. Produced and hosted by Richard Gordon, the series was a presentation of the history of country music from post-World War II to the early 1960's. Many original recordings were used in the serial. The subgroup consists of the cassette audiotapes for all eight programs, scripts for shows two through eight, program guides for all eight shows, and a card index of featured songs and artists. Subjects covered include western swing, honky tonk, Jimmie Rodgers, the dobro, and country music recording. The folders are arranged alphabetically by types of material. The audiotapes are arranged chronologically and are stored in the audio-visual room.

Items Removed

A 45-rpm record by Stephen Sedberry was removed and placed in the audio-visual archives under the accession number 208. A large photograph mounted on black cardboard has been placed in the University Photographic Archives under WETS. In addition, a box of paper records and six reel-to-reel tapes were transferred to the Tom Christy Papers. Materials related to the 1982 World's Fair held in Knoxville, Tennessee were transferred to the McClung Collection, Knoxville, Knox County Public Library. The following pamphlets have been removed and placed in the Appalachian vertical files:
