INTRODUCTION

ADMINISTRATIVE INFORMATION

Provenance: The computer disk copies of the Washington County Historic Structures Survey Records were donated to the Archives of Appalachia October 1, 1986 by Dr. Dale Royalty, associate professor, Department of History, East Tennessee State University. After the completion of the survey, the manuscript survey forms, photographs, and negatives were transferred to the Tennessee Historical Commission (THC), Nashville, Tennessee for microfilming. The photographs and negatives remain in the possession of THC, while the manuscript survey forms were returned to Royalty, who in turn donated them to the archives in October 1989.

Access: The collection is open for research.

Processing Information: The collection was opened to researchers in October 1989. Melissa Garant, Scott Schwartz, Ed Speer, and Becky Tuthill completed processing in 1990; the finding aid was revised by Marie Tedesco in 1991. The collection was later reprocessed by student workers under the supervision of Norma Riddle.

HISTORICAL NOTE

Funded by the Tennessee Historical Commission and the United States National Park Service, the Washington County Historic Structures Survey Project was conducted between 1983 and 1986 by Dr. Dale Royalty, associate professor in the Department of History, East Tennessee State University. The survey identified all buildings constructed in Washington County, Tennessee prior to 1931 that were eligible for inclusion on the National Register of Historic Places; this would establish the historic value of specific East Tennessee structures and insure their preservation for the future. The Historic Structures Survey Project originated in 1966 with the passage of the National Historical Preservation Act that permitted the United States Secretary of the Interior to designate funds for the preservation and conservation of important historic structures throughout the United States.

Upon completion of the Washington County survey over 5,000 buildings had been identified, catalogued, and photographed. An additional 186 building surveys, compiled during a previous study, were included with the final survey.

SCOPE AND CONTENT NOTE

The Washington County Historic Structure Survey Records consist of survey forms, photocopies of selected photographs, and 9 computer disks containing an information database that was compiled between 1983 and 1986 during the Washington County Survey Project. Several types of important information for each building were recorded during the survey including: historic name, common name, name and address of the current owner, date of construction, source of construction date, present and original uses of the structure, construction details, building plan, and architectural style. In addition to these records, there are 186 survey forms, maps, and photocopies of newsclippings that were collected during a previous survey of Washington County buildings. The survey forms are arranged alphabetically by reference to where the geographic location appears on U. S. Geological Survey topographic quadrangle maps (ex: Johnson City, Tenn.), and then alphabetically by street/address name within the geographic location. The documents of the previous survey are located at the end of the collection and are arranged sequentially by survey number. This earilier survey documented many of the oldest homes and structure in Jonesborough, Johnson City, and Washington County (ex: Chester Inn, DeVault Tavern, etc.).

Organization: The records are arranged into two series as follows: Series I, Survey Forms and Related Records, 1983-1986, Boxes 1-9, and Series II, Computer Disks, 1983-1986, Box 9. Note: The data from the earlier survey is not contained on the disks.

SERIES DESCRIPTION

Series I, Survey Forms and Related Records, 1983-1986, Boxes 1-9.

Series I contains the paper inventory survey forms used to record data about the historic structures. Information recorded included (when known), the building's historic and common name, its construction date, architectural style, building plan and present and original uses of the buildings. In addition to the inventory forms, the series contains the inventory forms for an earlier survey, copies of sections of topographical maps of areas within Washington County, and newsclippings about the buildings and the survey collected during the earlier survey.

Series II, Computer Disks, 1983-1986, Disks 1-9.

Series II consists of nine computer disks (3 1/2" floppy disks), which contain survey data drawn from the inventory forms. The original disks were done in DB Masters format on an Apple 2E computer. The archives does not have these original disks. Copies of these disks were translated to IBM-compatible disks, but these disks are no longer readable.
