The First Tennessee-Virginia Development District is an association of local governments in upper East Tennessee and southwestern Virginia. The association includes Carter, Greene, Hancock, Hawkins, Johnson, Sullivan, Unicoi and Washington Counties, Tennessee; Washington County, Virginia; and the twenty-three municipalities within the nine counties. The region forms a unified economic and social center. The development district serves the nine-county area by providing a forum for local officials to discuss problems, coordinate service agencies, and assist local governments applying for federal or state grants. Since its formation in 1966, the development district has helped to promote cooperation among the region's government agencies for a consolidated development of the area's social and economic resources.
In 1965 federal and state legislation was passed giving local governments the ability to form social-economic development districts. The following year Linzy D. Albert, director of state planning, pressed city and county officials in East Tennessee to consider the formation of a development association. During a meeting on April 26, 1966 at Kingsport City Hall, local officials met with Linzy D. Albert to discuss the advantages of such a program. At this gathering D. S. Sample of Hawkins County purposed a resolution that eventually led to the formation of the First Economic Development District. By-laws were quickly drafted and accepted, and individuals were elected as officers. These individuals included: Judge George C. Edens, Chairman; Wesley Davis, vice-chairman; and James Hardin, secretary-treasurer. Later that year Wesley Davis became chairman after Judge Edens tendered his resignation, and Dr. Hugh Rule was elected as the new vice-chairman. Jack B. Strickland was selected as the district's first director, a position which he held for ten years, and the organization began operation in 1966 with some preliminary assistance from the State Planning Commission staff.
Since its inception the First Tennessee-Virginia Development District has increased its size and expanded its services to its constituents. Early in 1967 Bristol and Washington County, Virginia were added to the First Economic Development District, and in 1968 the organizations's name was changed to the First Tennessee-Virginia Development District. Receiving funding from local, state, and federal sources, the development district's budget grew from $80,000 in 1966 to nearly one million dollars by 1974. The First Tennessee-Virginia Development District's early activities focused primarily on assisting local governments in attaining federal and state grants. By the early 1970's the district's activities had been expanded to include regional planning and the review of federally funded projects. In 1975 Strickland resigned, and B. Thomas Moore was selected as the organization's new director.
The First Tennessee-Virginia Development District has continued to serve the two-state region by assisting local governments in planning, coordinating services, and providing research data. The First Tennessee-Virginia Development District has continued its involvement in the regional planning of such fields as law enforcement, highway safety, and water quality and management. The organization also provides information on regional community development, recreation, housing, and water treatment programs. The First Tennessee-Virginia District continues to coordinate federally-assisted projects, programs for children and the aging, and human resource services.
The office is presently located at 207 North Boone Street, Johnson City, Tennessee.
The collection contains the operating papers of the First Tennessee-Virginia Development District from 1965 to 1980. The papers include board of directors and executive committee minutes, correspondence, program plans, research reports, and the district's publications. In this collection the researcher will find information on the economic, social, and physical conditions of the organization's nine member counties.

This series contains the minutes of meetings of the board of directors and the executive committee of the First Tennessee-Virginia Development District. The papers first are arranged alphabetically by committee and then chronologically.
This series contains a variety of papers from the First Tennessee-Virginia Development District files including correspondence, reports, project reviews, program plans, newsletters, and meeting minutes. The papers reflect the district's work in the area of social services and cover such subjects as aging, Broadside T.V., education, housing, manpower, revenue sharing, and various Tennessee government business. The folders are arranged alphabetically according to the title of the file.
This series contains the publications of the First Tennessee-Virginia Development District including program designs, reports, survey studies and newsletters. This series is divided into three subseries: Subseries III-A, Reports and Program Plans; Subseries III-B, Studies and Surveys; and Subseries III-C, Newsletters and Public Relations. The arrangement is first alphabetical and then chronological.

This subseries contains annual reports and program plans documenting regional economic development, water and sewage treatment systems, and overall program plans. The publications are arranged alphabetically by title.

This subseries contains regional studies and surveys published by the development district. These publications include studies on housing, historic sites, recreational facilities, and city and county profiles. The files are arranged alphabetically.

This subseries contains the district's newsletter, Directions; a public relations pamphlet, and a history of the organization. The publications are arranged first alphabetically by title and then chronologically.
One folder of 35 mm proof sheets and prints is stored in the photographic storage area by accession number. Proofs depicts First Tennessee-Virginia Development District legislative receptions, 1972-76. Prints depict King College, Bristol, Virginia.
