Provenance: The Tennessee Survey of Higher Education Collection was deposited in the University Archives November 1978. Prior to this date, the collection had been stored in the Special Collections Department of the Sherrod Library of East Tennessee State University.

HISTORICAL NOTE

The long-range study of Tennessee education was recommended to the state's General Assembly in 1955 by the Tennessee Education Association. The proposed study was intended to create a "full picture" of the state's public school education programs and higher education system and identify needed improvements based on national projections of future economic and social growth trends. The Tennessee Legislative Council created an Education Survey Sub-committee and appointed Lyndon B. Jennings (D-l8th district) as its chairman. The sub-committee then appointed an administrative staff to oversee the actual survey.

Mack P. Davis, director of East Tennessee State College's School of Education between 1955 and 1958, was appointed by ETSC President Burgin Dossett as the coordinator for the college's survey in 1956. In a letter to President Dossett, dated February 10, 1956, Davis outlined the organization of several college committees in order to help expedite the survey of ETSC's educational program. They were the Planning Committee, Socio-Economic Committee, Role-Purpose-Function Committee, Existing Programs Committee, and Recommendation Committee.(1)

The Planning Committee, functioning as the steering committee for the ETSC survey, was comprised of President Dossett; Mack Davis as project coordinator and chairman of the Existing Programs Committee; members of the administrative staff representing Physical Plants and Utilization, Administration and Finance, Personnel, and Program Services; a lay representative;(2) Dr. Lloyd Pierce as chairman of the Socio-Economic Committee; and Mr. W. M. Beasley as chairman of the Role Committee.(3)

The primary concern behind the state's survey of educational institutions was the development of a report that clearly outlined the problems of the state's education system and proposed their probable solutions. In addition to this, there was the need to create a report that would be understandable to all interested parties. The state's Planning Committee could then use this report as a vehicle for recommending the establishment of new educational policies and the updating of outdated policies. The survey program was begun in 1957 and a final progress report was given to the legislature in 1959.

SCOPE AND CONTENT NOTE

The Tennessee Survey of Higher Education Collection includes correspondence, memoranda, reports, and survey material compiled during a campus-wide study of the state's higher education rpogram as it related to East Tennessee State College. material covers the period 1955-1972 but is predominately for studies during the period 1955-58 and 1960-62.

The collection is arranged into four series, as follows: Series I, Correspondence and Memoranda, 1955-68; Series II, ETSC Survey Committee Operations, 1955-58; Series III, Reports of the ETSC Survey Committee to TSHEC, 1955-58 and 1962; and Series IV, Survey Reports of ETSC Survey Committee, 1955-58 and 1960-62. In some cases, these series are further arranged into sub-series as noted under Series Description.

This series contains correspondence and memoranda of the Tennessee Survey of Higher Education Commission (TSHEC) regarding secondary education at East Tennessee State College. The series is divided into two subseries, Correspondence and Memoranda.

Subseries I-A, CORRESPONDENCE 1955-58, Box 1.
This subseries includes all general correspondence of the TSHEC, as well as correspondence concerning secondary education in Tennessee. The subseries is arranged alphabetically by correspondent with general correspondence preceding those concerned with secondary education.

Subseries I-B, MEMORANDA, 1955-58, Box 1.
This subseries contains general memoranda and is arranged in alphabetical order by primary correspondent.

This series includes the administrative records of the TSHEC's East Tennessee State College Survey Committee during the years 1955-58; it is arranged in alphabetical order by subject.

This series includes the reports of the ETSC Survey Committee to the Tennessee Higher Education Commission, as well as some materials employed in generating these reports. The series is arranged alphabetically.

This series contains a scientific sampling of completed survey reports forwarded to the Tennessee Survey of Higher Education Commission by East Tennessee State College. The series is arranged chronologically into two subseries, 1955-58 and 1960-62, and alphabetically by department within each subseries.
