SERIES I: General Office Records, 1945-1997 and undated, Boxes 1-151 and oversized folders 1-2.

Series I documents the day-to-day operations of Mr. Quillen's congressional office separate from his legislative and district project activities and is arranged into five sub-series: Sub-series A, Administrative Records, 1963-1997 and undated, Sub-series B, Invitations, 1962-1996, Sub-series C, General Subject Files, 1963-1996, Sub-series D, Political Files, 1962-1996, and Sub-series E, East Tennessee State University Medical School Files, 1963-1996.  This latter series of subject files was maintained as a separate record unit by Quillen's office because of the important personal interest he maintained for the program.  Four oversized boxes of material are filed at the end of the series.  The arrangement of records varies among the sub-series and is described below.

Sub-series A: Administrative Records, 1963-1997 and undated. Boxes 1-20 and Box 149.

Sub-series I-A documents general operations of a congressional office and include such material as address books, scheduling information (appointment books, calendars, etc.), office financial information, information regarding office employees and staffing, guest books, itinerary cards, and office policies and procedures.  Files are arranged alphabetically by subject and then chronologically.  See also oversize material in Box 149, folder 1.

Sub-series B: Invitations, 1962-1996. Boxes 21-64.

Sub-series I-B contains invitations to Congressman Quillen from a variety of individuals, companies, and organizations to an array of social events, primarily in the Washington, D. C., area and in his home congressional district in East Tennessee. The files are arranged in chronological order first by "Invitations Accepted" and then by "Invitations Declined."  A small number of invitations that were either pending or for which a decision of acceptance or rejection could not be determined have been placed at the end of the sub-series.

Sub-series C: General Subject Files, 1945-1997 and undated. Boxes 65-103, Box 149, and oversized folder 1.

Sub-series I-C research files contain information on a wide-range of issues and individuals with which Mr. Quillen was involved during the course of his congressional career.  Material includes correspondence, reports, memoranda, and congressional and government publications that document these topics.  Files are arranged alphabetically by subject.  See also oversize material in Box 149, folders 2-7 and Oversize folder 1 (map cabinet).

Sub-series D: Political Files, 1957-1996 and undated. Boxes 104-135, Boxes 148-151, and oversized folder 2.

Sub-series I-D files document Mr. Quillen's personal political activity and election campaigns from the time he first ran for Congress in 1962 as well as national, state, and local politics and elections in which he was interested.  Also documented are important political visits to Tennessee's First Congressional District by such political figures as Lamar Alexander, Howard H. Baker, Jr., George H. W. Bush, Gerald Ford, Bill Frist, Barry Goldwater, Richard Nixon, Dan Qualye, and Ronald Reagan.  Material includes correspondence, campaign records, financial accounts, newsclippings, election results, and material on the Republican Party at the district, county, state of Tennessee, and national levels.  Files are arranged in alphabetical order by subject.  A file of voter cards is housed in Box 150.  See also oversized material in Box 149, folders 8-10 and Box 151 and oversized folder 2 (map cabinet).

Sub-series E: East Tennessee State University Medical School Files, 1953-1996 and undated. Boxes 136-149 and Box 151.

Sub-series I-E documents the long struggle for the ETSU College of Medicine (today the James H. Quillen College of Medicine) and of Mr. Quillen's significant role in the creation and development of the school.  Materials include correspondence, memoranda, reports, studies, applications for accreditation and funding, newsclippings, information regarding the Cecile Cox Quillen Chair of Medicine, and copies of legislation involved in creating and funding the college.  Files are arranged alphabetically by subject. See also oversized material in Box 149, folders 11-12. An oversized banner is housed in Box 151.

SERIES II: Legislative Files, 1957-1996 and undated, Boxes 152-307 and oversized folders 3-5.

Series II documents Mr. Quillen's legislative activities as a member of Congress and consists primarily of bills, resolutions, remarks, reports, and research subject files related to these activities and maintained by his staff.  The series is arranged into two sub-series: Sub-series A, Legislation, 1962-1996 and Sub-series B, Legislative Subject Files, 1962-1996.  The arrangement of these sub-series is described below.

Sub-series A, Legislation, 1962-1996 and undated, Boxes 152-272 and oversized folder 3.

Sub-series II-A contains copies of proposed legislation submitted to various committees of Congress, primarily the House of Representatives, and includes bills, resolutions, and conference reports.  Some secondary material providing background on a particular bill is also included in the files.  The sub-series is arranged by bills, then conference reports, then miscellaneous bills for which an originating committee could not be determined. Bills are then arranged alphabetically by the committee of origin, then by the Congress and session number, then by bill number (e.g., Appropriations Committee, 100th Congress, 1st session, HR724).  The title of the bill and date of origin are also given on the file folder when known.  At the end of the listing of bills and resolutions for a given session, Conference Reports are filed.  These reports are arranged by bill number and then by Congress number and session number (e.g., Conference Report, HR724, 100th Congress, 1st session). The title of the report, its number, and date of issue are given when known.  Bills for which an originating committee could not be determined are filed last (e.g., HR724, 100th Congress, 1st session).  Any bills with numbers originating in the Senate rather than the house (e.g., S72) are filed after all bills and resolutions originating in the House of Representatives.  When available, Mr. Quillen's list of bills sponsored or co-sponsored is filed at the end of a specific Congress' second session.  See also oversized folder 3 (stored in map cabinet by collection accession number).

Sub-series B: Legislative Subject Files, 1957-1996 and undated, Boxes 273-307 and oversized folders 4-5.

Sub-series II-B contains various materials used in researching the background to specific pieces of legislation under consideration by Congress or specific issues for which legislation might be drawn.  It includes correspondence, newsclippings, memoranda, reports, etc.  These files are arranged alphabetically by subject.  See also oversized folders 4-5 (stored in map cabinet by collection accession number).

SERIES III: Project Files, 1958-1996 and undated, Boxes  308-366 and oversized folder 6.

Series III contains files related to specific projects in Tennessee's First Congressional District for which federal funds were provided or sought through the auspices of Mr. Quillen's office.  These files were maintained at his Kingsport district office.  The materials in this series include correspondence, memoranda, reports, grant applications, etc., and document a wide assortment of construction and building projects, highway work, water treatment projects, and other types of economic, social, and cultural development and enhancement efforts in the district.  The files are arranged alphabetically by the geographic location of the project (e.g., Greene County) and then alphabetically by the name of the project. Out-of-district projects with which Mr. Quillen was involved are filed after district project files.  A group of subject files used for background information by the congressman and his staff unrelated to any specific project is filed alphabetically by subject at the end of the series.

SERIES IV: Public Relations Files, 1956-1997 and undated, Boxes 367-423.

Series IV consists of records documenting the public outreach activities of Congressman Quillen and his staff towards constituents, the general public, and the media.  The series is divided into five sub-series: Sub-Series A: Letters to Constituents, 1963-1978, Sub-series B: Newsclippings and Miscellaneous Publications, 1963-1997, Sub-series C:  Open Door Meetings Files, 1963-1995, Sub-series D: Press Releases, 1962-1996, and Sub-series E: Speeches, 1962-1996.  The types of material found in the series is indicated by the titles of these sub-series and relates to a wide array of issues in which the congressman was involved.  The arrangement of the individual sub-series is explained below in the sub-series entries.

Sub-series A: Letters to Constituents, 1963-1978, Boxes 367-371.

Sub-series IV-A consists of correspondence (either individual or form letters) originating from Congressman Quillen's office to constituents and relates to a variety of subjects.  Also included are sample form letters and samples of questionnaires mailed to his constituents.  Often the correspondence is congratulatory in nature concerning someone's wedding, anniversary, graduation, etc.  Arrangement is first by county in Tennessee's First Congressional District and then in alphabetical order by surname (A-Z).  There are gaps in the correspondence, and some counties lack any correspondence.  This may be explained by the fact that most of this type of record was discarded by the congressman's staff before his papers were donated to the archives.  Sample letters/questionnaires are filed at the end of the sub-series by year of creation.

Sub-series B: Newsclippings and Miscellaneous Publications, 1963-1997, Boxes 372-380.

Sub-series IV-B contains information on a variety of topics in which Mr. Quillen took an interest, most especially news events and issues involving people and places in his congressional district and national, state, and local politics.  Newsclippings and miscellaneous publications (primarily magazines and newsletters) are arranged chronologically by year and then alphabetically by the name of the newspaper or other publication.  A small number of actual newspapers documenting the passage of an act creating a medical school in Johnson City by the Tennessee General Assembly in March 1974 and Mr. Quillen's retirement (1996-97) are filed at the end of the sub-series in alphabetical order by the name of the newspaper.  Oversized items are also filed alphabetically by the name of the publication at the end of the sub-series.

Sub-series C: Open Door Meetings, 1963-1995, Boxes 381-384.

Sub-series IV-C consists of correspondence, newsclippings, schedules, flyers, and other printed ephemera documenting Congressman Quillen's meetings with the public held each non-election year in each county (generally the county seat) included in his congressional district. Much of the material is promotional, though some of it deals with specific issues of interest to individual constituents with whom Quillen met. The sub-series is arranged chronologically by year, then by geographic location, and finally alphabetically by surname of constituents. (Example: 1985. Rogersville, E-L.)

Sub-series D: Press Releases, 1962-1996 and undated, Boxes 384-419.

Sub-series IV-D consists of press releases prepared by Congressman Quillen's staff and sent to members of the media and media organizations such as newspapers and radio and television stations.  A variety of subjects of interest to the congressman are included.  These press releases provided the public with information regarding the activities of Congressman Quillen whether it is legislation he was sponsoring, announcement of funding for projects in his district, etc.  The sub-series is arranged in chronological order by the date the press releases were prepared.  Releases for which only the month and year or only the year is known are filed by year following those folders having a specific day, month, and year.  When more than one press release was issued on the same date, the folders are then also filed in alphabetical order by the subject of the press release.  Undated press releases are filed at the end of the sub-series.   Folder headings indicate in general what the press release was about.

Sub-series E: Speeches, 1962-1996 and undated, Boxes 419-423.

Sub-series IV-E consists of speeches and remarks made by Mr. Quillen on many different occasions on a variety of topics.  The speeches are arranged in chronological order by the date on which these were given. 

SERIES V: Government Departments and Agencies Files, 1963-1996 and undated, Boxes 424-474 and oversized folder 7.

Series V consists of correspondence, reports, memoranda, and miscellaneous printed material documenting contact between Mr. Quillen and his congressional staff and various departments and agencies of government on issues of local, state, and national interest.  Primarily, the offices involved are those of the United States federal government, though there are a small number of files related to departments and agencies of Tennessee state government.  Arrangement is alphabetical by the name of the particular government department or agency and then chronological within that order.  Oversized material has been removed and placed in a folder filed in the map cabinets by accession number. 

SERIES VI: Miscellaneous Records, 1928-1996 and undated, Boxes 475-514.

Series VI consists of three sub-series: Sub-series A, State Legislator Files, 1954-1962, Sub-series B, B. Carroll Reece and Louise Goff Reece Files, 1944-1962, and Sub-series C, Miscellaneous Files, 1928-1996.  The series documents Mr. Quillen's activities as a member of the Tennessee General Assembly (1955-63), activities of Congressman Reece and his wife during the last years of Mr. Reece's tenure in Congress and the interval during which Mrs. Reece replaced him in office, and miscellaneous personal and professional activities of Mr. Quillen, primarily before his service as a member of the United States House of Representatives.  A small amount of material that might otherwise have been placed elsewhere in the collection but found after earlier portions of this collection had been processed has also been housed in this series.  Materials include correspondence, reports, election information, legislation related to Tennessee, clippings, and other miscellaneous printed ephemera.

Sub-series A: State Legislator Subject Files, 1953-1962, Boxes 475-495.

Sub-series VI-A consists of correspondence, clippings, legislation, and printed ephemera related to Mr. Quillen's activities as a member of the Tennessee House of Representatives from Sullivan County, 1955-63. It documents particular pieces of legislation, state programs, and elections and political activities in which Quillen was involved.  The files are arranged in alphabetical order by subject.

Sub-series B: B. Carroll Reece and Louise Goff Reece Files, 1944-1962, Boxes 495-497.

Sub-series VI-B consists chiefly of correspondence to and from Congressman B. Carroll Reece of Tennessee's First Congressional District and a small amount of correspondence to and from his wife and immediate successor in office, Louise Goff Reece.  Correspondence documents constituent concerns, legislative activity, and political affairs at the local, state, and national level, primarily during the late 1950s and early 1960s.  The files were maintained originally in two apparent orders: one set in chronological order by date of the correspondence and one set in alphabetical order by the surname of the correspondent.  In the arrangement for this sub-series, the chronological files are placed first, followed by the alphabetical files.  It is assumed that this material was inherited by Mr. Quillen when he became the First Congressional District representative in the United States House of Representatives, replacing Mrs. Reece, in January 1963.

Sub-series C: Miscellaneous Files, 1928-1996, Boxes 497-514.

Sub-series VI-C consists of correspondence, business records, Christmas and get well cards, and printed ephemera.  The material documents a wide array of topics of interest involving the Quillens, including both personal and public activities.  Files are arranged in alphabetical order by subject.

SERIES VII: Memorabilia, 1964-1999 and undated, Boxes 517-534 and oversized folders 8-16.

Series VII consists primarily of awards, honors, and other forms of recognition received by Mr. Quillen during the course of his career in public service.  It includes diplomas and honorary degrees, certificates, artifacts, and miscellaneous printed matter.  The material is arranged alphabetically by subject with oversized material filed at the end of the series.  Oversized materials too large for boxes are filed in oversized folders in the map cabinets by accession number.  Note: Most of Mr. Quillen's memorabilia is on display in the public gallery on the 4th floor of the Sherrod Library.  This series description includes only those materials not on public display.

SERIES VIII: Scrapbooks, c. 1945-1997, Boxes 533-904.

Series VIII consists of numbered scrapbook volumes organized chronologically and housed by volume number in boxes. After the general set of scrapbooks are scrapbooks maintained on the ETSU medical school, followed in turn by a set maintained for Mrs. Quillen, with miscellaneous scrapbook material not actually used in bound volumes filed in boxes at the end of the series.  Scrapbooks contain newsclippings, correspondence, printed ephemera, memorabilia, and some photographs documenting the activities and interests of Mr. Quillen and his wife from his military service in the United States Navy in World War II through his congressional career.  There is one scrapbook for Quillen's military service. There are no scrapbooks for the years between World War II and 1955.  Because of the ordered nature of the material, the scrapbooks provide the researcher with a readily accessible approach to documenting Quillen's career both before and after becoming a congressman.  A separate set of photographic scrapbooks is housed in Series IX.

SERIES IX: Photographs, c. 1918-1997 and undated, Boxes 905-982 and oversized folders 17-18.

Series IX consists of photographic images in various formats documenting Quillen's life and career. These formats include photographic prints, negatives, slides and transparencies, and newspaper printing plates. Photographic materials comprising this series are arranged in five sub-series, as follows: Sub-series A, Prints, 1945-1997 and undated, Sub-series B, Negatives, 1945-1989 and undated, Sub-series C, Newspaper printing plates, undated, Sub-series D, Slides, 1966-1976 and undated, and Sub-series E, Albums and Scrapbooks, 1967-1997 and undated. Photographic subjects, in addition to Mr. and Mrs. Quillen and his office staff, include constituents, other members of Congress, local, state, national, and international political figures, political conventions, rallies, and campaigns, and scenes of various foreign countries Quillen visited as a member of congressional delegations.

Sub-series A: Prints, c. 1918-1997 and undated, Boxes 905-957 and oversized folders 17-18.

Sub-series IX-A consists of photographic prints, most of which are black and white, though some are in color. Arrangement is in two segments. The first segment, consisting chiefly of 8 inch x 10 inch prints showing Quillen posing with various visitors (including school groups from his home congressional district) to the United States capitol and his Washington office, is arranged in chronological order by date. The second segment of prints (housed in order by print size, which varies from 3 ½ inches x 5 inches to oversize prints) is arranged in alphabetical order by the subject of the image. This segment of photographs relates primarily to specific events in which Quillen was involved (example: photos of President Richard Nixon's visit to Tennessee, etc.) When dates are known, this information is given. Certain prints too large to be housed in boxes on shelves are filed in the map cabinets by collection accession number and series number.

Sub-series B: Negatives, 1945-1989 and undated, Boxes 958-961.

Sub-series IX-B consists of negatives (mostly black and white, but some in color) whose images document activities of Mr. Quillen and include political, social, and personal events. Negatives are segregated by format size and then arranged alphabetically by the subject matter of the image.

Sub-series C: Newspaper printing plates, undated, Box 961.

Sub-series IX-C consists of pieces of metallic newspaper printing plates used in the production of photographic images in newspapers. These were apparently given to Mr. Quillen by the newspaper companies as mementos of articles in which he may have been featured. Arrangement is alphabetical by the subject of the image on the plate.

Sub-series D: Slides and Transparencies, 1966-1976 and undated, Boxes 962-963.

Sub-series IX-D consists of slides and transparencies of photographic images. Images document activities of Mr. Quillen and include political, social, and personal events. The slides are segregated by format size and then arranged alphabetically by the subject matter of the image.

Sub-series E: Photographic Albums and Scrapbooks, 1967-1997 and undated, Boxes 964-982 and photographic volumes 1-48.

Sub-series IX-E consists of photographic images housed in small albums and larger scrapbooks. Images document activities of Mr. Quillen and include political, social, and personal events as well as travel excursions. Albums and scrapbooks are arranged in order by date and stored in flat boxes. Albums are arranged first, followed by scrapbook volumes.

SERIES X: Recordings, 1937-1998 and undated, Boxes 983-999 and Tapes/Items 1-605.

Series X consists of recordings that document a wide array of subject matter on national, state, and local political and social issues. Some of the recordings were generated by Mr. Quillen's office as campaign commercials or speeches he may have given. Most recordings were produced by others and were given to Mr. Quillen or his office by individuals, companies, and organizations. Issues examined in the recordings include the environment, politics, social causes, business and trade groups, religion, musical renditions, and news events, as well as other issues noted in the recording list. Materials in this series are organized into three sub-series, as follows: Sub-series A: Aural Recordings, 1962-1998 and undated, Sub-series B, Visual Recordings, 1937-1997 and undated, and Sub-series C: Miscellaneous Media Recordings, 1993-1996 and undated. Note: Boxes 983-985 house paper materials originally attached and related to particular recordings.

Sub-series A: Aural Recordings, 1962-1998 and undated, Boxes 986-996 and Recordings 1-207.

Sub-series X-A consists of audio recordings in various formats, including audiocassettes, compact discs (CDs), open reel audiotapes, and records (LPs, 45s). A small number of the recordings are of Mr. Quillen's speeches or programs in which Mr. Quillen participated. Some recordings were produced on behalf of Mr. Quillen for election campaign purposes. However, the majority of the recordings in this sub-series were produced by others and given to Mr. Quillen in promotion of various issues and causes. The recordings are arranged in the following order by format type: first audio cassettes, then compact discs (CDs), then open reel audiotape, then records (45s and LPs). Within each format type, recordings are arranged alphabetically by the origin of the recording (i.e., the artist, producing company, or organization responsible for its creation.). Where the source of origin cannot be determined, the recordings are filed alphabetically by the title or subject content of the recording.

Sub-series B: Visual Recordings, 1937-1997 and undated, Boxes 997-998 and Recordings 208-595.

Sub-series X-B consists of film and video recordings in various formats, including motion picture film, microfilm, open reel videotape, ¾ inch videotape, and VHS videotape. A small number of recordings were produced on behalf of Mr. Quillen for election campaign purposes or to document his activities. However, the vast majority of the recordings in this sub-series were produced by others and given to Mr. Quillen in promotion of various issues and causes. The recordings are arranged in the following order by format type: first film, then microfilm, open reel videotape, ¾ inch videotape, VHS videotape. Within each format type, the recordings are arranged alphabetically by the origin of the recording (i.e., the artist, producing company, or organization responsible for its creation.). Where the source of origin cannot be determined, the recordings are filed alphabetically by the title or subject content of the recording.

Sub-series C: Miscellaneous Media Recordings, 1993-1996 and undated, Box 999 and Recordings 596-605.

Sub-series X-C consists primarily of computer-related recordings. None of the recordings were produced by or on behalf of Mr. Quillen but were produced by others and given to him in promotion of various issues and causes. The recordings are arranged in the following order by format type: first computer floppy disks, then CD-ROMs. Within each format type, the recordings are arranged alphabetically by the origin of the recording (i.e., the artist, producing company, or organization responsible for its creation.). Where the source of origin cannot be determined, the recordings are filed alphabetically by the title or subject content of the recording.
