Admissions Screening Process
All students who apply to the Graduate School for the Doctor of Education degree must be screened for initial admission. The screening process consists of an evaluation of each student in terms of selected criteria for admission. Each criterion has been assigned a numerical value. The total of these values equals a possible 100 value points:
- writing skills, 10 points;
- scholarship, graduate level, 15 points;
- speaking skills, 10 points;
- evidence of leadership, 5 points;
- estimated leadership potential, 5 points;
- Graduate Record Examination scores--verbal and quantitative, 15 points;
- employment record, 10 points;
- quality of four letters of recommendation (each 5 points), 20 points.
An appointed screening committee utilizes uniform evaluation sheets. After study of the student's credentials and an interview with the student, the committee meets and summarizes the scores. Recommendations may be provided by the screening committee for acceptance, conditional acceptance, rejection, or for subsequent re-screening, if deemed appropriate.

Admission to Candidacy
Each student who has achieved admission to the Doctor of Education program in Educational Leadership will be assigned an advisor. At the time the student files a program of study, the student's
chair will be selected and the committee will be increased to four members, with the student and the committee chair agreeing upon the members to be added to the committee. During his or her initial semester of coursework, the student is eligible to declare residency by completing the required paperwork for the Graduate School and securing his or her advisor's signature on a play of residency activities.
The Qualifying Examination
To be eligible to take the qualifying examination, a student should
obtain permission of his/her advisor and be enrolled for 3 semester
hours during the semester that orals will take place. The student
must have successfully completed all or almost all of the required
course work. The student also must have completed a program of
study, all residency requirements and internship (ELPA 6581) requirements. The examination will be written and oral, administered on the ETSU Johnson City campus on pre-established dates during the spring and fall semesters. If and when the qualifying examination is favorably reported to the program coordinator and deans of the College of Education and the Graduate School, the student may make application for candidacy for the doctorate through the offices of the deans of the College of Education and the Graduate School. Dissertation Defense (Final Exam)
The examination will be oral and will be principally devoted to an evaluation and defense of the student's finished dissertation. The student's committee must accept it as a finished research report first.
Each defense will be publicly announced by the dean of the Graduate School and held on the Johnson City campus of ETSU. It will be an open examination and all interested persons will be encouraged to attend.
Residency Requirements
Each student must complete at least 10 residence activities before taking the qualifying exam. A "Declaration of Intent to Establish Residency," approved by the student's advisory committee prior to the beginning of the residency period, must be filed with the deans of the College of Education and of the School of Graduate Studies, the department, and the chair of the student's advisory committee. Subsequently, a "Record of Approved Residency Activities" will be filed each semester until the residency is completed. The most commonly chosen Residency plan is a "continuous" residency that requires each student to be continuously enrolled in the program (spring and fall semester) from the time the preliminary examination is completed until the qualifying examination is completed.
Each student, regardless of the residency option selected, must receive prior approval of a residency plan by the student's committee, program coordinator, and deans of the College of Education and Graduate School. Each student must complete the required ten approved residency activities and submit portfolio documentation of their completion to his or her advisor.
Internship Program
Students must complete a focused internship as part of their educational experience before taking the qualifying exam. Students may work with their advisor to ensure that the 150-clock hours worked in satisfaction of the ELPA 6581- Internship in Educational Leadership requirements may also be counted toward meeting a portion of their administrative certification requirements. Beginning Administrator Endorsement
The applicant for endorsement as principal or district-level supervisor shall hold a teacher's professional certificate. The applicant shall have had a minimum of three years of successful teaching experience and/or administrative experience in grades for which the certification is sought. The applicant must successfully pass the examination required by the Tennessee Department of Education. For a "Type B" Beginning Administrator Endorsement, the applicant shall successfully complete an appropriate, supervised, Standard Ninety-Day Internship or Alternative Ninety-Day Internship as part of the planned program to be eligible for the Professional Administrative Endorsement. The endorsement of Beginning Administrator (K-12) is added to an existing teaching certificate by the State Department of Education.
