APA Silver Achievement Award

The American Psychiatric Association's Silver Achievement Award for 2004 was awarded to the 

Tenncare Centers of Excellence for Children in State Custody.  The Centers are currently located

at East Tennessee State University, Vanderbilt University Medical College, and the University of

Tennessee - Memphis.  The COE concept was designed to augment existing capacity to provide

direct and ancillary medical and behavioral health services to this special population.  It grew out

of a need to improve the adequacy of Early and Periodic Screening, Diagnostic, and Treatment

Services ; the provision of medically necessary services to children in state custody; and the

permanency process for children in state custody.  This award was given to the COEs in recognition

of their response in addressing this service gap and their ability to coordinate treatment and other

services for this previously neglected population.

2004 TechStar Award

    The Northeast Tennessee Technology Council awarded the 2004 TechStar Award to the East Tennessee

    State University Center of Excellence for Children in State Custody.  This achievement was based on the

    facts that the child psychiatry program and COE have used technology in innovative ways to improve

    services and result in improved community benefit for our region:

          1)  Videoconferencing telemedicine

          2) Use of other information technology for assessment such

               as the voice DISC for psychiatric assessment of children and

               the CALOCUS for level of care determination.
