Federal regulations with authority from Section 464(h) of the Higher Education Act of 1965, as amended by P. L. (Higher Education Amendments of 1998) have been issued which require all schools to institute a rehabilitation program for all defaulted borrowers. This program will become effective July 1, 2000.

• Participants in the rehabilitation program must be in default on a Perkins loan and must request rehabilitation from the school that made the loan.

• Letters and the proper forms were mailed to all ETSU borrowers with a defaulted Perkins Loan that explained the procedures required to rehabilitate their loan.

• These letters were sent to the last known address for these borrowers.

• Borrowers are required by the terms in the promissory note that they signed to update their address in writing to the ETSU Perkins Loan Department each time it changes.
