Parking Regulations

1.0 Registration for Parking Permit

1.1 Who Must Register

All students (including part-time, full-time, graduate, or night students), faculty and staff who intend to park a motor vehicle (including mopeds, motor scooters, and motorcycles) on campus must properly DISPLAY THE APPROPRIATE PERMIT. All persons who are employed by ETSU for 6 weeks or longer must purchase a faculty/staff decal. For the purpose of these regulations, the “campus” is defined as all property which is under the control of East Tennessee State University.

Student parking permits are effective from purchase date to the following August 31. Faculty/staff permits are effective from purchase date to the following September 30.

1.2 Disability Parking Procedures

All faculty, staff, and students who have a disability park-ing permit must register it (i.e., plates, hang tags, or placards), at either the Parking Office or Disability Services Office, then obtain and display an appropriate university parking permit.

Persons operating a properly registered van may back into a disabled parking space to provide access or egress from the van.

ETSU NO LONGER ISSUES ANNUAL DISABILITY PARKING PERMITS

Public Safety officers will honor all valid state and municipal disability parking permits. Public Safety Officers closely monitor the use of disabled spaces and use of disabled placards and/or license plates by unauthorized persons in accordance with TCA 55-21-108.

Applications for the State of Tennessee disability parking permits are available at Public Safety, the Parking Office, Disability Services, County Clerks, and local municipal offices.

1.3 Registrant Responsibility (See Item 8.7)

The registrant is responsible for ensuring that the parking permit is prominently and appropriately displayed on the vehicle, and clearly visible to enforcement personnel from their patrol vehicle. Those with tinted windows or any other condition which would hinder clear visibility of the permit are strongly encouraged to use the outside sticker. The registrant is held responsible for all parking citations issued to the parking permit, regardless of who parked the vehicle at the time of the violation. The acceptance by any person of a parking permit, temporary or permanent, shall constitute their acceptance of the responsibility to observe and abide by all regulations, ordinances, and/or laws which govern the parking of their vehicles on the campus of East Tennessee State University.

Willful misrepresentation in applying for a parking permit may subject one to severe penalities.

Faculty and staff must have all parking fines cleared in order to obtain a new parking permit each new registration period.

Students will be held responsible for advising parents and guests of parking regulations. When visiting campus, parents and guests should obtain a visitor’s parking permit from the Department of Public Safety. This prevents the students from being encumbered for their guest’s parking violations. Dependents of staff and faculty members who are students at the university are required to display their student permit if using a vehicle registered to a parent or guardian. Dependent students are not permitted to park in staff/faculty lots. The sale or loan of any ETSU parking permit is strictly prohibited. Violators may face loss of on-campus parking privileges.

1.4 Carpool Parking

Those students who wish to carpool must apply at the Center for Adult Programs and Services. Once an application has been processed, the student will be advised to go to Public Safety to pick up the carpool permit. There must be at least two students named on the application, and both students must be in a vehicle when it enters the carpool lot. The carpool parking permit must be displayed clearly on the dash of the vehicle. Application must be made for carpool parking for fall semester and again for spring semester. All carpool vehicles must possess a student parking permit. There is no charge for carpool parking permits. NOTE: Carpool lot is reserved for carpoolers between the hours of 7 a.m. - 1 p.m., Mon.-Fri., during fall and spring semesters.

Carpool Parking Lot – Carpool parking is available on the west side of campus in Lot 21 and on the east side of campus in Lot 4. The pull-in parking spaces on the west side of the tennis courts are reserved for carpool parking (see posted signs). Carpool parking spaces are designated by green markings.

1.5 Revocation of Parking Privileges

The university considers parking as a privilege which may be revoked temporarily or permanently, for justifiable reasons.

1.6 Parking Fees

The parking fee is as follows:

A. Faculty/staff

1. For one year beginning the first day of October and ending the last day of September, $50 (includes tax).
2. One-half fee ($25) will be charged after January 1.
3. Replacement of lost or stolen parking permits is $10.

B. Students

1. Parking fees are included in the campus access fee.
2. Students residing in Married Student Housing who have a second vehicle and want to park that vehicle in the Married Student Housing overflow lot must purchase a second decal at the Parking Office at an additional cost of $15.
3. Replacement of lost or stolen parking permits is $10.

C. There is no additional charge for carpool parking permits.

1.7 Payment of Fees

Parking permit fees are included in the campus access fee except as otherwise noted.

1.8 Chronic Violators

Chronic violators are defined as those individuals who accumulate five or more citations during a semester (this total of five citations will not reflect multiple citations received in one day in a single location).

Chronic violators, if found illegally parked, will, in addition to being cited for the original violation, be issued a citation as a chronic violator. The chronic violator citation will carry a fine of $50.00. The vehicle is also subject to being towed. Persons labeled as chronic violators will retain that designation for one calendar year.

1.9 Disclaimer of Responsibility

East Tennessee State University assumes no responsibility for damage or loss to a vehicle or their contents while parked or operated on the campus, nor when vehicles have to be towed.
