JOHNSON CITY – At a recent meeting of the Tennessee
Board of Regents (TBR), East Tennessee State University was granted
approval of a request to provide a regional tuition rate equivalent
to in-state tuition, beginning Fall 2006, to students meeting established
academic standards from the following counties: Avery, Madison,
Mitchell, Watauga and Yancey Counties in North Carolina; and Lee,
Scott and Washington (including Bristol City) in Virginia.
UPDATE: As of Summer 2008, this offer has been extended to Ashe and Haywood, NC counties.
The proposal to the TBR from East Tennessee State University was
based on the institution’s strong mission of service to the
Appalachian Region, and the university’s goal of increasing
access to higher education and enhancing workforce development in
this region. The proposal was made in recognition of ETSU’s
role as a Regional University.
President Paul E. Stanton, Jr. noted, “For many years ETSU
has sought a financially attractive way to serve out-of-state students
in our regional service area. We are pleased that we can begin to
offer a special regional tuition rate to boarder county students
next Fall.” President Stanton further stated: “We have
always considered the residents of Southwest Virginia and Western
North Carolina as an integral part of our ETSU family. This opportunity
serves to further solidify this relationship.”
Students meeting the established academic standards will pay at
the in-state rate in all undergraduate and graduate programs except
the Quillen College of Medicine and the ETSU College of Pharmacy.

admissions or 1-423-439-4221 for graduate admissions.
To be considered for the in-state rate, students must apply and
be fully admitted to ETSU. In addition, students must meet the academic
standards and file the “Request for In State Tuition”
form, available from the undergraduate or graduate admissions offices
or on the websites. These students must remain in “good academic
standing” for renewal of this rate each semester.
Students from these counties who do not meet the academic standards
for the in-state rate, may still be admitted to ETSU under regular
admissions standards. These students would pay at the out-of- state
tuition rate. However, for these students a limited number of other
out-of-state tuition waiver opportunities are available, and assistance
will be provided in filing for Federal student aid.
