SUBJECT:       ETSU Compensation Plan Changes

 

 

In our continuing efforts to improve efficiency and reduce paper effective immediately, and in accordance with the updated PPP-32 ETSU Compensation Plan, http://www.etsu.edu/HUMANRES/ppp/PPP-32.htm, we are no longer requiring a separate written justification with Request to Hire paperwork for hiring above the minimum salary up to 90% of the midpoint (90% Rule).  A written request/justification will only be required for hiring above 90% of the midpoint. 

 

Please note that requests for entry salaries above the 90% Rule will only be approved in exceptional cases based upon evaluation of criteria and submitted documentation. Criteria to be considered in determining salaries must include the following:

1.      qualifications of the candidate;

2.      number of applicants for a position;

3.      number of interviews;

4.      number of qualified applicants identified;

5.      number of offers of employment;

6.      length of the recruiting campaign;

7.      cost of the recruiting campaign;

8.      length of time the position was vacant;

9.      urgency to fill the position;

10.  equity problems relative to other departmental employees within that job title.

 

This change is only applicable to requests due to the exceptional nature of the individual hired.  If a department feels that a specific position should require an exceptional salary due to market conditions or other similar circumstances, this should be discussed with Human Resources prior to the search process beginning.
