Function of Position

Responsible to the Manager for assisting with the processing of all university payrolls; assisting with the reporting to all local, state, and federal agencies; balancing and paying all deductions, benefits and taxes; and performing other related duties as assigned.

Essential Functions

Serves as the backup Payroll Manager in the absence of the Payroll Manager.

Enters data to balance semi-monthly and monthly university payrolls; creates and maintains payroll balancing spreadsheets.

Processes and balances the monthly payroll, transmits payroll to bank electronically, and verifies bank receipt.

Reconciles preliminary billing from State of Tennessee Edison system to Banner HR/Payroll deduction registers, working with Human Resources, state insurance administration, and secondary insurance companies to resolve problems.

Compares collections/applied report from State of Tennessee Edison system to Banner HR/Payroll reconciled deduction registers; researches all discrepancies, submits electronic requests, and creates accounting entries to make corrections.

Oversees implementation and modification to Time Reporting System (TRS).

Tracks timekeepers and approvers, reviews lapsed approvers, and reviews reports for non-working employees within the TRS system.

Conducts training workshops for ETSU employees on TRS, state and federal payroll regulations, and ETSU payroll policies and procedures in coordination with Human Resources.

Assists employees and departments with questions or problems concerning wages, leave, insurance, deductions, etc.

Processes and balances contracts and adjustments to contracts for post retirees and permanent employees.

Processes changes to contracts for continuing employees.

Processes and balances adjunct contracts for regular terms and winter session.

Processes and balances all state sponsored insurance benefits.

Secondary Functions

Creates ad-hoc and routine reports in Argos reporting system.

Calculates state sponsored insurance withdrawal and requests bank account transfer.

Reconciles deposits, withdrawals, and credits for state sponsored insurance bank account with Tennessee Benefits Administration in order to maintain a zero balance.

Verifies detail ledger balances for payroll liability accounts and prepares correcting entries as needed.

Maintains listing and payments for building coordinators.

Prepares and submits quarterly SUTA report for the State of Tennessee.

Prepares and submits monthly employment statistics for the Tennessee Department of Labor.

Provides support and performs as fill-in duties for clerical and administrative staff as needed.

Monitors direct deposit requirements and processes data to system.

Requests retroactive labor distribution errors reallocations through Grant Accounting to correct benefit charges to departments.

Maintains all payroll files, including appropriate copies and reminder files.

Prepares and updates necessary forms and spreadsheets.

Assists with fiscal year-end calendar year-end reporting.

Performs other related duties as assigned.

Knowledge and Abilities

Knowledge of federal, state, and local regulations concerning retirement, social security, tax levies, garnishments, etc.

Knowledge of federal laws and IRC regulations effecting wage processing.

Knowledge of university and TBR policies and procedures.

Knowledge of the preparation of various reports generated by payroll.

Knowledge of Banner HR/Payroll, Banner Finance, Banner Student, TRS, and ePrint online computer systems.

Knowledge of basic principles of accounting.

Knowledge of basic payroll and payroll taxes.

Ability to operate in a computerized environment.

Ability to use a calculator effectively.

Ability to maintain confidentiality.

Ability to work in stressful situations where deadlines are required.

Ability to communicate effectively with employees and students at all levels and with other internal and external sources.

Supervision Given and Received

Performs under general supervision. Determines own methods of performing assigned work. Supervises classified staff.

Minimum Qualifications

Bachelor's degree in accounting or bachelor's degree in business with at least twenty-four semester hours of accounting required; three to five years accounting experience, preferably in higher education.
