Function of Position

Responsible to the Manager for assisting with the processing of all university payrolls; assisting with the reporting to all local, state, and federal agencies; balancing and paying all deductions, benefits and taxes; working in conjunction with other individuals and departments as needed; and performing other related duties as assigned.

Essential Functions

Enters data to balance all semi-monthly and monthly university payrolls; creates and maintains payroll balancing spreadsheets.

Assists with the balancing and payment of all payroll salaries, taxes, deductions, and benefits.

Maintains responsibility for reviewing, balancing, and processing for cell phone allowance.

Maintains responsibility for processing data for temporary hourly semi-monthly employment contracts.

Maintains responsibility for processing data for monthly temporary hourly contracts.

Maintains, updates, and tracks fiscal year salary allocation changes in coordination with Grant Accounting and Budget.

Calculates, processes, balances, and maintains files on employee garnishments, child support, and levies.

Processes fall and spring adjunct contracts. 

Calculates and processes extra compensation payments each month. 

Exports data from TRS reports for the semi-monthly payroll (SI) and is responsible for the entire processing of that payroll.

Assists in verification of student enrolled hours for tax purposes and changes payroll records as needed.

Balances deduction registers for semi-monthly payrolls (SM) and some miscellaneous monthly deductions.

Assists employees and departments with questions or problems concerning wages, leave insurance, deductions, etc.

Secondary Functions

Provides support and performs as fill-in with duties of the clerical and administrative staff needed.

Monitors direct deposit requirements, and enters data into system.

Enters and tracks employee deductions for ETSU Foundation.

Calculates and tracks manual adjustments for retirement.

Tracks departmental charges for late timesheet fees and creates accounting upload to Banner Finance.

Maintains and tracks employees' accounts receivable due to ETSU in coordination with Bursar and balances general ledger.

Relieves Payroll Assistant Manager as needed with regard to TRS updates.

Completes verification of wage forms and letters for outside agencies.

Creates and maintains a job manual.

Prepares and updates necessary forms and spreadsheets.

Assists with fiscal year-end and calendar year-end reporting.

Performs other related duties as assigned.

Knowledge and Abilities

Knowledge of Banner HR/Payroll, Banner Finance, Banner Student, TRS, and ePrint on-line computer systems.

Knowledge of basic principles of accounting.

Ability to operate in a computerized environment.

Ability to analyze and interpret university and TBR policies and applicable state and federal laws.

Ability to use a calculator effectively.

Ability to maintain confidentiality.

Ability to work in stressful situations where deadlines are required.

Ability to communicate effectively with employees and students at all levels and with other internal and external sources.

Supervision Given and Received

Performs under general supervision. Determines own methods of performing assigned work

Minimum Qualifications

Bachelor's degree in accounting or bachelor's degree in business with at least twenty-four semester hours of accounting required; two years of accounting experience.
