Function of Position

Responsible to the Vice President for Health Affairs and the Dean, Quillen College of Medicine. Directs the financial and administrative matters for the Colleges of Medicine, Nursing, Pharmacy, Clinical and Rehabilitative Health Sciences and Public Health; and performing other related duties as assigned.

Essential Functions

Provides financial oversight of over 103 million dollars.

Works with university administration on budget and policy development affecting the Division of Health Sciences.

Prepares appropriation and budgetary requests to the Tennessee Board of Regents and the Tennessee Higher Education Commission.

Directs the budget, contract negotiations, physical facilities, human resources, animal care facility, delivery service, shuttle service, long and short-term financial planning, and contract and grants administration for the Division of Health Sciences.

Serves on university governance and special committees.

Represents the Division of Health Sciences in meetings with the university, the Tennessee Board of Regents staff and other external agencies as required.

Interprets and administers university and Tennessee Board of Regents policies and procedures to assure compliance.

Ensures compliance regarding university, State and Federal requirements, guidelines and laws.

Secondary Functions

Deals with administrative and non-financial issues for the Division of Health Sciences.

Performs other related duties as assigned.

Knowledge and Abilities

Knowledge of state budgetary and appropriation process.

Knowledge of health care educational funding and financing.

Ability to communicate with all levels of administration and employees.

Supervision Given and Received

Initiates broad programs under general direction working from policies and general objectives. Directly supervises administrative and classified employees.

Minimum Qualifications

Master's degree in business or related field required; minimum of seven years of progressively responsible business and finance management experience; experience in a university medical environment preferred; CPA certificate.
