Function of Position

Responsible to the Vice President for Finance and Administration for directing, planning, administering, coordinating and controlling human resource functions of the university; linking traditional academic components, Intercollegiate Athletics, College of Medicine and Family Medicine for these areas of responsibility; developing and coordinating procedures to assure implementation of university and Tennessee Board of Regents (TBR) policies regarding area of responsibility; developing and preparing personnel analysis to assure current reporting status for decision making; and performing other related duties as assigned by the Vice President for Finance and Administration.

Essential Functions

-        Advises the Vice President for Finance and Administration in the formulation of institutional policies relative to personnel administration.

-        Supervises the Office of Human Resources.

-        Interprets, monitors and administers university and TBR human resource and campus safety policies and procedures to assure compliance.

-        Assures compliance with all applicable state and federal laws.

-        Oversees the establishment and maintenance of personnel files and related documentation.

-        Develops and implements university search, screening and selection programs, and briefs search committees.

-        Designs, develops and implements university approved management assessment systems and employee evaluation systems.

-        Develops and implements employee grievance/complaint procedures, counsels supervisors and employees and briefs members of the Grievance Committee.

-        Develops and implements staff development and training programs.

-        Interprets statistical reports regarding staffing patterns and makes recommendations and forecasts on current and future staffing needs.

-        Responsible for the linking of human resource management system with planning and budgeting and computerized management information system.

-        Monitors the university's educational benefits programs.

-        Manages the employee assistance program and employee relations programs.

-        Manages the university's employee benefits program.

-        Manages the university's classified and administrative/professional compensation plans.

-        Coordinates with vice presidents, deans, chairs, directors and other appropriate university officials concerning human resource matters.

-        Provides management and human resource analysis/reporting to the vice president.

-        Provides leadership and personnel management counseling for supervisors.

-        Provides counseling on rights and responsibilities for employees.

Secondary Functions

-        Supervises the coordination of the East Tennessee State University Retirees Association, including liaison with other university departments and external agencies, development of association newsletter, committee participation, coordination of scholarship fund and maintenance of all files/reports.

-        Reports to the vice president on the status of employee morale.

-        Provides timely and accurate human resource reporting in compliance with state, federal and TBR requirements.

-        Manages the implementation of the Drug Free Workplace Act.

-        Represents the university in meetings with the Tennessee Board of Regents' staff and other external organizations as required.

-        Develops, controls and recommends budgets within areas of responsibility.

-        Serves on University Governance and special committees.

-        Performs other related duties as assigned.

Knowledge and Abilities

-        Knowledge of federal and state laws, TBR regulations and university policies/ procedures regarding human resource   management and campus safety.

-        Knowledge of principles and practices of personnel administration and higher education administration.

-        Knowledge of state and university rules and regulations governing personnel actions.

-        Knowledge of modern computer based Management Information Systems.

-        Knowledge of basic human relations skills and practices.

-        Ability to plan, supervise, and evaluate the work of professional and support staff.

-        Ability to analyze facts and exercise sound judgement in arriving at proper conclusions.

-        Ability to effectively interpret and implement personnel legislation and directives.

-        Must possess well developed communication skills, both verbal and written.

-        Must show strong initiative and be a self-starter.

Supervision Given and Received

Initiates broad programs under general direction, working from policies and general objectives.  Directly supervises professional/administrative and classified staff.

Minimum Qualifications

Master's degree required; three to five years of progressively responsible human resource management experience required; must possess well developed communication, interpersonal relations, and organizational skills; knowledge of computer based human resource management systems, and a thorough understanding of higher education administration.
