Function of Position

Responsible to the Vice Provost for Research and Sponsored Programs for serving as a key position in the university's efforts to attract and manage extramural grant and contract funding which support the research, service and instructional components of the university's mission; coordinating campus grant and contract proposal submissions and serving as the principal liaison between faculty and staff seeking external funding for their projects and the funding agencies and university grant/contract management processes; directing administration of the Office of Sponsored Programs Administration; coordinating and facilitating university-wide efforts in the acquisition of external funding for research; seeking funding opportunities for faculty, staff and students; ensuring that all submissions and awards adhere to federal, state, university and sponsor guidelines; supervising preparation and dissemination of quarterly and annual reports of university sponsored programs activity; assisting in the university’s technology transfer program, assisting the Vice Provost in advocacy for the research component of the university's mission; and performing other related duties as assigned.

Essential Functions

-Provides information to faculty/staff concerning guidelines and concept development.

-Assists in budget development for proposals.

-Reviews all grant and contract proposals, to ensure that methods are in accord with approved protocols in for use of human subjects, animal subjects, recombinant DNA, bio-hazards and use of radioisotopes and radiation emitting devices, and for conformance with sponsor, university and TBR guidelines; and makes recommendations to the Vice Provost for signature.

-Provides support for submission of proposals for the internal funding competition and serves as an ex officio member of the Research Development Committee.

-Drafts subcontracts to outside entities from awards made to the university and negotiates the terms and conditions of these subcontracts.

-Negotiates or assists principal investigators and program directors in negotiating budgetary matters as well as terms and conditions with sponsor and assists faculty in determining scope of work and percentage of effort on sponsored projects.

-Acts as university liaison to sponsor organizations including administration of institutional prior approval system according to federal guidelines.

-Serves as university liaison to Community of Science and conducts faculty training in the use of this funding source database.

-Assists faculty with grant administration issues and problems.

-Assists the Vice Provost and faculty with material transfer agreements, confidentiality issues and intellectual property management.

-Reviews incoming sponsored programs contract and subcontract agreements for clauses and language required and forbidden by the State.

-Supervises proposal transmission as requested, including electronic transmission.

-Assists faculty with grant close-out activities.

-Hires, trains and supervises staff.

-Coordinates and presents workshops and orientations concerning grantsmanship, in conjunction with the Vice Provost.

Secondary Functions

-Serves as ex officio member of the university Bio-safety Committee.

-Assists with various graduate and undergraduate courses that include instruction in grant-writing if requested by the instructor.

-Reviews all publications for transmittal of announcements to faculty through newsletter, the web, e-mail distribution or individual contact.

-Instructs faculty and staff in grant budget preparation.

-Attends professional meetings and disseminates information obtained at those meetings.

-Represents the Vice Provost at campus meetings as needed.

-Represents the office within the state as needed.

-Assists faulty with interdisciplinary proposals.

-Performs other related duties as assigned.

Knowledge and Abilities

-Knowledge of federal guidelines and regulations governing federal research grants including appropriate OMB circulars (e.g., A-21, A-110, A-133).

-Knowledge of current regulations governing research using human subjects, animal subjects, and recombinant DNA as well as regulations and issues concerning responsible conduct of research and biosafety.

-Knowledge of individual federal and private funding organizations and demonstrated ability to work effectively with them.

-Knowledge of grantsmanship and sponsored activities at the professional level.

-Knowledge of web-based funding opportunities databases and demonstrated ability to use them effectively to locate funding sources for faculty and staff.

-Knowledge of university organization, policies and procedures generally used in higher education.

-Knowledge of budgetary processes and ability to develop accurate and appropriate budgets for a variety of projects.

-Knowledge of basic principles of university technology transfer.

-Ability to plan effectively and to meet multiple deadlines.

-Ability to communicate effectively with individuals and groups and to motivate individuals.

-Ability to write effectively and in a persuasive manner.

-Ability to interact with individuals from broad varieties of disciplines and to achieve productive results.

 

Supervision Given and Received

Performs under general supervision.  Determines own methods of performing assigned work.  Supervises classified employees.

 

Minimum Qualifications

Master's degree in a discipline requiring analytical skills required; a minimum of three years experience in a professional capacity in an Office of Sponsored Programs required; doctoral degree preferred; experience with grant and contract development and management including both general academic disciplines and medical and health sciences disciplines preferred; and experience in technology transfer and community economic development preferred.
