Function of Position
Responsible to the Director of Information Systems for assisting in the
development, implementation and administration of Banner, and the development
and maintenance of ETSU desktop and web-based applications and databases.
Adheres to established policies and procedures for import of data,
security of databases and all output.
May assist in operation and maintenance of Plus systems until full
implementation of Banner and end-of-life of those systems.
Assists with user-needs assessments, assists with design, development and
presentation of prototypes to user community.
Assists with development of documentation, testing, troubleshooting and
any other activities essential to the development of projects.
Essential Functions

Develops and maintains web based applications leveraging Microsoft.NET
technologies, SQL Server and Oracle stored procedures and Structured Query
Language (SQL).

Tests, documents, and manipulates data in and between systems and
databases.

Communicates with users to elicit requirements and assists in training.

Assists with migration of data from Plus to Banner during 4-year
implementation plan and until migration is complete.

Assists with maintenance and support of purchased and in-house developed
systems.
Secondary Functions
-
Monitors HelpDesk tickets.

Serves as on call contact during non-work hours as needed.

Performs other related duties as assigned.
Knowledge and Abilities
-
Knowledge of relational database and object-oriented concepts.
-
Knowledge of .NET technologies, HTML, Javascript, SQL and other web and
database related tools and languages.

Ability to write and communicate orally.
-
Ability to multi-task.
-
Knowledge of Windows Server, SQL Server, Oracle, Visual Studio, Team
Foundation Server, Unix, VMS, COBOL, RMS file structures (until Plus systems are
retired after Banner implementation).

Knowledge of system analysis and design techniques.
Supervision Given and Received
Performs under general supervision.
Plans and arranges own work which is directed toward an established objective.
Minimum Qualifications
Bachelor's degree in Computer Science; 1 year programming experience in higher
education environment preferred.
