Responsible to the Associate Vice President of Human Resources for assisting with the management of the university compensation plan; collecting, analyzing and developing occupational data; supervising the evaluation, classification and writing of position audit reports and position descriptions; developing and implementing salary surveys and analyzing data; coordinating employee assistance programs and acting as liaison for all human resource employee assistance matters; planning, organizing, coordinating and conducting university staff development and training programs, including oversight of the Employee Development Center; acting as liaison with the university Retirees Association; assisting in maintaining employee grievance/complaint procedures and handling employee complaints; acting as office liaison concerning university compliance with the Americans with Disabilities Act; coordinating the advertisement of university positions; maintaining, updating and distributing the Personnel Policies and Procedures Manual and university search procedures; managing the longevity pay procedures; coordinating the drug-free campus/workplace act program; collecting, analyzing and preparing data/information; providing interpretation of human resource policies and procedures to faculty and staff; assisting the Associate Vice President with special projects and reports; assisting with Human Resources strategic planning and supervising the Human Resources continuous improvement program; supervising the implementation and management of employee background checks; supervising administrative and support staff; and performing other related duties as assigned.
Essential Functions
- Researches, analyzes and assists in managing the university compensation plan. - Collects, analyzes and develops occupational data. - Supervises the writing of position audit reports and position descriptions. - Develops and implements salary surveys and analyzes data. - Coordinates employee assistance programs dealing with alcohol and substance abuse, emotional, financial or legal problems and other concerns affecting job performance. - Acts as liaison regarding all human resource employee assistance matters. - Plans, organizes, coordinates and conducts university staff development programs, seminars/workshops, i.e., Career Skills Enhancement Program, supervisory skills, etc. - Plans, organizes, coordinates and conducts university employee training programs to increase employee productivity and efficiency, i.e., search guidelines, evaluations, wellness, etc.; develops the budget and supervises operation of the Employee Development Center. - Assists in planning and conducting occupational health and safety training programs. - Acts as liaison with the university Retirees Association; attends all meetings and events; coordinates activities; plans, writes and supervises preparation of all correspondence, newsletters, mailings, telephone book, etc.; maintains contact with university departments, external agencies and the community on behalf of association; supervises budget and scholarship endowment. - Assists the Vice President in maintaining employee grievance/complaint procedures and handling employee complaints. - Assists the Vice President in the Human Resources strategic planning and implementation of the Human Resources continuous improvement program. - Acts as office liaison concerning university compliance with Americans with Disabilities Act. - Coordinates the advertisement of university positions through review of Request to Advertise forms and publishing of Employment Opportunities. - Maintains, updates and distributes the Personnel Policies and Procedures Manual and university search procedures. - Supervises the implementation and continued management of the employee background check system. - Manages longevity pay procedures, and calculates longevity payments. - Assists with the completion and/or dissemination of human resource related surveys. - Collects, analyzes and prepares human resource management information/data necessary for planning and decision making purposes. - Supervises two administrative and one support staff. - Responds to faculty and staff questions or concerns in interpretation of human resource policies and procedures. - Coordinates the drug-free campus/workplace act program.
Secondary Functions
- Coordinates the design and maintenance of the departmental home page. - Represents the university by serving on the Tennessee Board of Regents' Compensation Committee. - Serves as a continuous improvement team facilitator. - Serves on various university committees. - Performs other related duties as assigned.
Knowledge and Abilities
- Knowledge of basic principles surrounding effective employee relations. - Knowledge of basic personnel/human resources theory and principles. - Knowledge of occupational health and safety guidelines, policies and procedures. - Knowledge of university educational assistance programs. - Knowledge of basic computer use and related systems. - Knowledge and background in basic statistics. - Knowledge of computer systems as applied to personnel systems. - Knowledge of federal and state laws, TBR regulations and university policies/procedures regarding human resource management. - Ability to effectively relate and work with all levels of university employees. - Ability to communicate effectively. - Ability to prepare and present reports as required by the Associate Vice President. - Ability to effectively arbitrate employee complaints and concerns. - Ability to effectively collect, analyze, evaluate and prepare human resource data.
Supervision Given and Received
Performs under general supervision. Determines own methods of performing assigned duties. Supervises administrative and classified employees.
Minimum Qualifications
Bachelor's degree required in business management, human resources management, or a related field where courses are related to personnel administration, master's preferred; minimum of three years of administrative experience in personnel/human resources required.
