Function of Position

Responsible to the Director of Environmental Health and Safety for protecting the health and safety of university staff, faculty, students and visitors; ensuring there are no adverse environmental impact from any discharge from the university; maintaining the lowest possible potential for fire within the university properties; developing and implementing policies adhering to federal, state and local regulations; coordinating and monitoring various health and safety programs; and performing other related duties as assigned.

Essential Functions

- Ensures a safe and healthy working and/or learning environment for staff, faculty, students and visitors.

- Ensures the university complies with all environmental laws and regulations pertaining to air pollution, hazardous waste, water quality and solid waste.

- Ensures that there are no adverse environmental impacts from any discharge from the university.

- Maintains the lowest possible potential for fire within the university properties.

- Provides oversight of programs through personal on-site inspections, review of inspections or reports performed by other staff representatives, or through the analysis of data compiled by the Health and Safety Office, other university departments or state regulatory officials.

- Develops, coordinates and implements the university Disaster Preparedness Program.

- Monitors documented audit trails to insure compliance.

- Collects, analyses and prepares health and safety management information and statistical data necessary for planning and decision making purposes, and for report generation.

- Develops and delivers training programs for staff and students.

- Makes recommendations to the Director concerning health and safety policies and procedures.

- Supervises support staff, graduate students and student workers.

- Manages departmental budget.

- Maintains contact with federal, state, local and TBR authorities.

- Serves as facilitator, consultant and/or member of various university committees.

Secondary Functions

- Provides indirect supervision to physical plant employees assigned the task of hazardous waste pickup and disposal.

- Performs other related duties as assigned.

Knowledge and Abilities

- Knowledge of environmental/public health.

- Knowledge of Occupational Safety and Health Standards of General Industry, 29 CFR Part 1910, AHERA, CAA, CWA, CERCLA, HWSA, RCRA, SARA, and TSCA.

- Knowledge of code compliance and legal requirements of regulatory agencies.

- Knowledge of construction.

- Ability to communicate effectively.

- Ability to use personal computers and related software.

- Ability to develop and conduct effective training programs/sessions.

- Ability to relate to students, faculty, staff and regulatory officials.

Supervision Given and Received

Performs under general supervision. Determines own methods of performing assignments work. Supervises support staff.

Minimum Qualifications

Bachelor's degree required, master's preferred, in environmental health, biomedical safety, industrial hygiene or a related field; five to seven years of experience managing a safety, occupational health, or environmental compliance program; have completed or the ability to complete the 40-hour hazardous waste site worker course and an annual 8-hour supervisor/manager course for hazardous waste operations; experience in a university environment preferred.
