Responsible to the University President for providing guidance and compliance in all matters relating to equal employment opportunity and affirmative action; promoting non-discriminatory practices throughout all areas and levels of the campus community; coordinating desegregation (Geier) programs; and performing other related duties as assigned.
Essential Functions
- Develops and recommends policies, procedures and practices, and takes affirmative action to ensure that qualified applicants and employees are treated without regard to their race, color, religion, national origin, age, sex, handicap, or because of their status as a disabled veteran or veteran of the Vietnam era in accordance with all applicable laws, regulations, policies and guidelines. - Prepares, maintains and monitors the ETSU Affirmative Action and Equal Opportunity Plan through annual workforce analysis, availability analysis, utilization analysis, goal and timetable review, problem area identification, and policy revision. - Prepares reports required by the Tennessee Board of Regents (TBR), and State and Federal monitoring agencies. - Administers Geier programs, and monitors compliance with the Geier Consent Decree. - Prepares all reports related to Geier, to include the Special Desegregation Programs Appropriations Budget, and other Geier related reports (i.e., quarterly financial reports, progress reports on Geier enrollment and employment goals, etc.). - Disseminates information concerning Geier funding and facilitates its most effective use. - Provides counsel for employees and management as related to equal employment, affirmative action programs, rules, regulations, diversity, etc. - Serves as liaison between the university and minority organizations, women's organizations and community action groups concerned with employment opportunities of minority and women. - Investigates, processes and resolves equal opportunity and affirmative action complaints and grievances filed by employees, applicants for employment or students. - Investigates, processes and makes recommendations concerning the resolution of sexual harassment grievances filed by employees, applicants for employment or students. - Provides counsel to the President, Senior Staff and President's Council concerning issues of diversity, equal opportunity and affirmative action, including campus climate; recruitment, retention, and development of staff; and achievement or lack thereof concerning goals and policy compliance relative to staff and student profiles. - Represents the University President's Office as ombudsman for students and employees. - Consults with university counsel relative to laws and regulations in employment complaints or alleged violations. - Consults with and counsels vice presidents, deans, chairs and directors to ensure compliance with the university's Affirmative Action and Equal Opportunity Plan, Federal and State laws and guidelines and TBR policies and procedures. - Ensures compliance with established affirmative action hiring guidelines through review and approval of vacancy advertisements, applicant pools, search committee procedures, and hiring requests. - Provides leadership and monitoring for enhancing a campus climate that is a model for addressing racial, cultural, and gender issues. - Directs the Office of Equity and Diversity. - Supervises the Women's Resource Center. - Supervises administrative and support staff.
Secondary Functions
- Serves on University President’s Senior Staff and President’s Council. - Serves as primary staff for the Equality for Opportunity Committee. - Serves on President's Council on Cultural Diversity. - Serves on university committees as required. - Performs other related duties as assigned.
Knowledge and Abilities
- Knowledge of federal and state laws, TBR regulations and university policies/ procedures regarding equal employment and affirmative action programs. - Knowledge of principles and practices of personnel administration and higher education administration. - Ability to effectively collect, analyze, evaluate and prepare human resource statistical data. - Ability to maintain confidentiality of information. - Ability to communicate effectively with all levels of employees. - Ability to interpret policy and develop programs that meet university goals and objectives.
Supervision Given and Received
Initiates programs under general direction, working from policies and general objectives. Directly supervises administrative and classified employees.
Minimum Qualifications
Master's degree required with two to three years experience in personnel management, industrial psychology, counseling, or related field. Background in affirmative action and equal employment opportunity compliance, or in personnel/counseling functions requiring a knowledge of affirmative action and equal employment opportunity regulations and laws desired.
